Community Based Flood Early Warning System for the Hindu Kush Himalaya

Source(s):  International Centre for Integrated Mountain Development (ICIMOD)

This resource manual illustrates the key principles of a Community Based Flood Early Warning System (CBFEWS) and its implementation for organizations and partners. CBFEWS is an integrated system of tools and plans managed by and for communities, providing real-time flood warnings to reduce flood risks. CBFEWS is based on people-centered, timely, simple and low-cost technology. It disseminates information to the vulnerable communities downstream through a network of communities and government bodies. A properly designed and implemented system can save lives and reduce property loss by increasing the lead time to prepare and respond to flood on ground level.

Details of the instrument and guidance for its installation (how to set up) are included. The manual includes the following sections:

  • A brief background of CBFEWS and its features. It discusses key elements of CBFEWS including risk knowledge and scoping, an introduction to the International Centre for Integrated Mountain Development's (ICIMOD) recommended CBFEWS, monitoring and information dissemination, response capability and resilience building.
  • Details on the instrument including the introduction of tools that are used to fix the instrument. It includes practical instructions to inform assembly and disassembly of the instrument, the installation process in the field, as well as the operating, monitoring, repairing and maintenance of the instruments.
  • A list of reference materials for further learning.
