This document considers the need for effective communication as essential to building the trust, understanding and strong partnerships critical to building more disaster resilient communities. Developed in the context of the Australian National Strategy for Disaster Resilience, which recognises the need to ensure all members of the community have a clear understanding of their risks and what to do about them, it provides tools to ensure that all relevant information is made available, in the right way, to reach all members of a community during the response and recovery phases of a disaster.
The guidelines aim to support emergency managers to better understand the varied communication needs of people with disability. They are intended to inform and complement the wide range of policies and procedures developed at all levels of government, business and the not-for-profit sector in support of incident management and the delivery of emergency warnings.
