This study examines the crisis mapping phenomenon and places it within a Swiss context. It asks the following questions: What would a potential crisis map look like in a Swiss context? Which actors would be involved and what role could governmental actors play? Taking stock of the usefulness of crisis mapping for mitigating the effects of disaster and speeding up recovery processes, it considers bringing the phenomenon in line with established procedures of disaster management. The 30-page report is aimed at anyone with an interest in the use of GIS, social media and other technologies for risk and disaster management.
To examine how crisis mapping in Switzerland could be organized, it suggests a three-step approach: (i) reviewing several recent instances of crisis to identify key stakeholders that tend to play a decisive role in such processes and developing a typology of stakeholders in crisis mapping situations; (ii) attempting to transfer the phenomenon of crisis mapping to the Swiss context, based on a real crisis situation experienced recently in Switzerland, examining which social actors in Switzerland would likely be involved in such a crisis mapping project and how the collaboration among these actors could take place; and (iii) based on the findings of the scenario exercises, discussing possible future directions for crisis mapping in Switzerland.
