This document argues that current and future scale of climate change implies serious loss and damage, especially to the lives and livelihoods of those who are poor, most vulnerable and least to blame.

It presents a comprehensive framework to address the issue, also discusses institutional support for the prevention of loss and damage, institutional leadership and global co-ordination, international mechanism on compensation and rehabilitation, general obligations under international law, legal obligations under the UNFCCC, and moral context of climate change impact.
