This report aims to contribute to the overall assessment of what is required to achieve the Millennium Development Goals (MDGs) by the deadline in 2015. It assesses the impacts of crises on human development, including the influence of external shocks such as natural disasters, and calls on governments to improve policies to protect populations from the most severe impacts of a crisis. It also advocates for broader cooperation on cross-border policy matters such as climate change and encourages projects in economic and social infrastructure, environment, and climate change.
The overall report uses indirect evidence to assess the impact of the crisis on several indicators, including the number of people who cannot escape poverty, the increase in infant mortality, the number of children who will be denied education, and the increase in discrimination against women. Based on the assessment, the report identifies key policies necessary for the developing countries, donors; and the international financial institutions (IFIs) to re-establish progress toward the MDGs.
