Mission

The SAARC Disaster Management Centre would serve the Member Countries by providing policy advice and facilitating capacity building services including strategic learning, research, training, system development, expertise promotion and exchange of information for effective disaster risk reduction and for planning and coordinating a rapid regional response mechanism to disasters within the region.

Disaster Reduction Goal

The SAARC Disaster Management Centre would be a vibrant center of regional cooperation for holistic management of disasters in South Asia.

Policies and Programmes in DRR

(a) Develop educational materials and conduct academic and professional courses on disaster management; (b) Organize training and awareness programmes for various stakeholders on disaster management for the Member Countries; (c) Develop training modules on various aspects on disaster management and conduct programmes of Training for Trainers including simulation exercises; (d) Provide assistance in the formulation of policies, strategies, disaster management framework and any other assistance as may be required by the Member Countries or organizations and institutions nominated by the Member Countries; (e) Undertake, organize, facilitate and participate in workshops, conferences, seminars, lectures etc on various aspects of disaster management in the Member Countries; (f) Undertake publication of journals, research papers and books and establish and maintain online resource centers in furtherance of the aforesaid objects; (g) Promote and enhance regional cooperation for holistic management of disasters in all its phases; (h) Conduct studies on assessment of risks of natural and manmade disasters in South Asia; (i) Develop regional standards, guidelines, tools, techniques and methodologies for reducing the risks of disasters in South Asia; and (j) Coordinate regional response to disasters in a planned and effective manner to reduce loss of lives and to provide humanitarian assistance to people affected by disasters.

Making disaster risk reduction a policy priority, institutional strengthening (HFA 1)

SAARC Disaster Management Centre (SDMC) considers awareness building and capacity development in the SAARC Member States as the key enablers to facilitate disaster risk reduction as national priority with strong institutional base and thus pursued the activities of 1. Regular Publications 2. Publication of Research, Analysis and Disaster Data 3. Special Publications 4. Regional Workshops for Preparation of Road Maps 5. Collaborative Training Workshops

Risk assessment and early warning systems (HFA 2)

SDMC has taken up following activities: a. Feasibility Study for Preparation of a Digital Vulnerability Atlas of South Asia b. Development of Regional Protocols for Sharing of Tsunami and Cyclone Early Warning c. Sharing of Data Products from Earth Observation Satellites for Disaster Risk Reduction in South Asia

Education, information and public awareness (HFA 3)

Knowledge management has been at the fore front of SDMC activities. The SDMC has put in place two-pronged strategies related to knowledge management. One is unlocking of those knowledge capitals, which are locked up and confined locally in community domains in the multi-hazard-prone areas of the region and yet to be harnessed fully for resilience building. The second is interlocking of knowledge based institutions in operational as well as in R&D domains and also in the academia throughout the region by setting-up South Asia Disaster Knowledge Network (SADKN). SDMC has also developed a Road Map to provide guidance to the SAARC member countries on CBDRM

Reducing underlying risk factors (HFA 4)

SDMC has taken up two major initiatives. One is related to incorporation of Disaster Risk Reduction in Climate Change Adaptation and second one is on reducing marine and coastal risk in Bay of Bengal and Arabian Sea. I. Disaster Risk Reduction in Climate Change Adaptation SDMC has taken up following strategies and road map: • Adaptation to Climate Change • Technology Transfer • Finance and Investment • Education and Awareness • Management of Impact and Risks due to Climate Change • Implementation of Road Map II. Marine and Coastal Risk SDMC has taken up initiatives on development of coastal and marine risk mitigation plan for South Asia, which were evolved through the discussions and exchange of information and knowledge during the Regional Workshop in March 2008 at Goa. It will have two parts: i. Part-I - Coastal and Marine Risk Mitigation Plan for each Coastal country on the basis of which each country shall develop its own Plan, and ii. Part-II - Coastal and Marine Risk Mitigation Plan for the region.

Preparedness for effective response (HFA 5)

Natural Disaster Rapid Response Mechanism (NDRRM) The SDMC had organized an Expert Group Meeting comprising of representatives from the Ministries of Foreign Affairs, Defence and National Focal Points on disaster management in January 2009 in New Delhi to discuss the detailed modalities for setting up the NDRRM in SDMC. The Agreement on NDRRM was signed by Heads of 8 SAARC Member States at 17th SAARC Summit held in Maldives in November 2011 Incident Command System United States Forest Services (USFS), Asian Disaster Preparedness Centre (ADPC) and SAARC Disaster Management Centre (SDMC), New Delhi, jointly organized the first Training Workshop on Incident Command System (ICS) during 25-29 February, 2008 in New Delhi. A series of training program in this regard is planned

Making Cities Resilient Campaign Activities

SAARC hosted a “Making Cities Resilient” campaign launch for South Asia in May 2010. The SAARC centre published and launched a compilation of urban risk management practice and has followed up with a strategy to address urban risk.
