The development of an early warning system 'LUOVA' for natural hazards has been re-launched by the Finnish Meteorological Institute. The programme, started in early 2004, was delayed due to financial constraints.

It is hoped that the programme will be able to detect and monitor natural phenomena such as urban flash floods etc.
