Background

Reporting to the Country Director you will manage Oxfam's South Caucuses Regional Disaster Risk Reduction Programme covering Georgia, Armenia, and Azerbaijan plus develop and build this regional programme and to expand its donor base.

Dimensions

• Overall coordination of the agreed plans and strategies ensuring quality programme delivery
• Work autonomously with significant financial and human resource, and representational responsibility.
• Ensure accountability and compliance of the entire programme with contractual obligation
• Advice and complex problem-solving requiring professional knowledge and experience and often given over distance with limited information

Key Responsibilities

• To provide leadership and management of a diverse Oxfam team and national partner organisations to deliver on a complex multi-country project. Experience managing projects in partnership with other agencies, including working with stakeholders from a distance
• Proactive coordination and lobbying with government (national and local), networks of Civil Society and Inter-Governmental organizations, towards integration and prioritization in long-term development planning
• Lead on ensuring assessments, reviews / evaluations and planning highlight DRR issues, particularly a multi-hazard approach identifying innovative approaches to address underlying causes of risk wherever possible
• Reinforce participatory community analysis and planning activities in the response and recovery phases with DRR best practice (e.g. P/CVA)
• Feed into proposals and reports to donors
• Participate in Oxfam/ other policy development fora to ensure Oxfam's messaging on DRR is appropriate/strong
• To effectively manage human and financial resources to implement team strategies and projects,
• Undertake capacity development needs analysis of Oxfam staff and partners. Design/ co-ordinate Capacity Development in DRR of the same
• Capture and share learning on DRR across Oxfam and with other relevant networks
• Implement the Oxfam performance management system with all direct reports, ensuring clear work objectives and completed end of deployment reviews and develop the performance management system where possible within the programme
• Ensure that Oxfam's programmes are in compliance with ECHO donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
• Represent Oxfam to other international agencies, and local NGO's as appropriate
• Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
• Produce timely situation reports (frequency to be agreed with CD and Regional Humanitarian Coordinator)
• Monitor programme expenditure to ensure budgets are adhered to

Skills and Competence


• Knowledge and proven experience in managing the project cycle, including project planning, implementation, expertise in design and implementation of Monitoring & Evaluation frameworks
• Experience of working with implementing partners, including from a distance
• Proven ability in advocacy / lobbying to influence high level change
• Experience linking to and/or building extensive technical networks
• Ideally educated to degree level or with considerable and proven experience of working in DRR and/or humanitarian response programmes
• Fluency in English

• Broad knowledge of development issues and national policy and practice
• Excellent community mobilization skills and experience of participatory analysis and planning
• Experience in capacity development and designing/facilitating capacity development
• Proven team player who thrives on working with diverse teams including sensitivity to cultural differences and the ability to work in a wider variety of cultural contexts
• Experience in capacity building and sustained accompaniment of partners
• Experience in action oriented leaning and different learning methodologies
• Spoken and written Russian
