Job context:

Since 1988, Handicap International in India is promoting mainstreaming of disability in all sectors to reduce vulnerability of PwDs. Handicap International works in partnership for inclusive, barrier-free and right-based society.

In accordance to its mandate, Handicap International implements projects directly as well as in partnership with local partners.

In DRR sector, HI India has completed a project on Mainstreaming disability in Disaster Risk Reduction mainly focusing on developing models (training and tools) to make DRR projects inclusive as well as implementing at field level community based DRR along with other stakeholders. The project funded by DIPECHO was implemented in partnership with INGOs and local NGO partners in Orissa, West Bengal, and Andaman Nicobar Islands.

HI India also responded to flood disaster in 2008 in Bihar, The emergency response focused on vulnerable groups in flood affected districts of Bihar. Through VFP (Vulnerable focal points), Handicap International provides rehabilitation services (Direct or referral), trauma counselling services and basic food and NFI to the most vulnerable persons in the IDP camps and the surrounding villages.

Job description:

Under the management of the Country Programme Manager, the DRR and Disability Project manager will ensure the management, coordination and supervision of the "Integrating disability in community based disaster risk reduction and response" project.

The project under DIPECHO funding proposes to reduce vulnerability and strengthen capacities of multi-hazard prone communities in Orissa and Bihar by engaging people in inclusive communities with special focus on PwDs/ CwDs throughout the entire cycle of disaster risk management

The Project manager will ensure the efficient daily management of the project and project team, its optimum technical relevance and quality.

Intervention plan:

In partnership with government organisation and NGOs, Handicap International will co-implement inclusive Community Based Disaster Risk Management (CBDRM) in multipurpose cyclone shelters to improve participation of PwDs/CwDs in developing and implementing community preparedness and mitigation plans. The PM's capacity to coordinated and motivate is key to demonstrate the implementation of inclusive CBDRM processes to DM actors.

The PM will have the responsibility to stimulate the coordination between disability and disaster management organisations through capacity building initiatives and implementation support to selected organisations.

S/He will be responsible of a team of 11 people, and will line manage 4 of them.

S/he will have to work in close collaboration with various partners: international NGOs working in Disaster Risk reduction, Disability Partners, and other local stakeholders (local disability organizations, training organizations) and INGOs involved in the Disaster Risk Reduction and disability sector.

Activities:

Project management
- Manage the project according to HI frame and tools
- Organise and manage KAP studies
- Organise different training course CBDRM and disability, develop and co-ordinate the provision of materials for specific training courses included in the project.
- Organise the creation of IEC and communication materials in line with HI standards
- Organise CBDRM committee and supervise the implementation of all activities at community level.
- Work in close collaboration and cooperation with Bihar team for the activities taking place in Bihar or/and with Bihar authorities

Administrative & Reporting

- Respect HI procedures and general guidelines
- Deliver reports as per contract requirements.
- Draft partner agreements or memorandum of understanding in close collaboration with the Country Programme Manager
- Ensure budget management and follow-up in coordination with the financial controller.
- Team management

Candidate profile:

Mandatory:
- Master Degree in disaster management, social science, applied sciences related to disabilities
- At least 5 yrs of professional experience
- Demonstrated successful experience in project management,
- Experience in coordination with partners, developing partner relationships, and capacity building
- Experience in disaster risk reduction (DRR), and/or community based DRR, emergency responses, mainstreaming.
- Experience in trainings, education and information materials development.
- Good writing skills
- Experience in KAP studies would be a must.
- Strong motivation

Recquired language skills:

Fluency in both written and verbal English is required

Job environment:

Position based in Bubaneshwar Orissa- with travels in Bihar and Delhi.
This position can be accompanied, but be aware there are no international school in Bubaneshwar
