Summary:

The "Federation of the Future" establishes a direction for the coming years, building on Strategy 2010, to adjust the current International Federation model to better face new humanitarian challenges in a changing world. At the centre of this strategy stands the Global Agenda for the International Federation and its 186 National Society members to collectively scale up its humanitarian impact, contributing also to the achievement of the Millennium Development Goals, with Global Agenda Goal 1 specifically looking to reduce the number of deaths, injuries and impact from disasters.

The effective implementation of the "Federation of the Future" requires a new operating model with more efficient operational alliances among International Federation members, the Secretariat, the ICRC and external partners, to deliver better services to National Societies.

While the new operating model has evolved to include Disaster Management Units in Asia Pacific and America Zones no such unit exists in the three Africa Zones. The specific disaster risk profile of East Africa (frequent small to medium scale disasters with high incidence of slow onset disasters compounded by chronic vulnerability) coupled with the low capacity of most National Societies in the Zone dictates that a different structure be developed to provide optimal support to National Societies.


Responsibilities:

Manage the planning, coordination and implementation of the Federation’s support to National Societies in disaster response operations in East Africa in accordance with approved plans, procedures and policies. Including:

i. Launching new Emergency Appeals on behalf of NS and in full consultation with NS DM managers and IFRC Delegations
ii. Preparing necessary documentation for requesting DREF allocations on request from NS.
iii. Monitoring cyclone and flood season and supporting NS with DREF requests and/or assisting with relief operations as required.
iv. Ensure regular, timely and accurate narrative and financial reports by the Zone’s DM department for the Federation and donors

- Ensure the provision of technical support to the National Societies during operations, as part of the Zone DM capacity building activities, either through support to regional and country teams, or directly where required. (This may require substantial time in the field when no RDRT or FACT team is mobilised)

- Support and provide operational information for initiatives to raise operational funds in support of Federation appeals and activities in close coordination with the Zone and NS.

- Provide support to the DM Department’s initiatives to building the National Societies’ preparedness for response, in coordination with regional / national level DM approaches / interventions. This will include aassisting DM coordinator and RDRT Training team to deliver training sessions for RDRT courses and similar efforts to develop preparedness capacity at national and regional levels.

Qualifications:

- Bachelor's Degree and/or post graduate qualification in DM strategy and management, humanitarian aid or relevant equivalent experience and a minimum of five years related experience required.

- A minimum of eight years of relevant working experience in humanitarian operations, including field operations preferred. Experience in coaching, mentoring and training in disaster management X

- Red Cross/Red Crescent knowledge and experience. Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into action. Knowledge of complex DM operations management. Problem solving skills and strong project management skills required. Understanding of financial processes and budgeting. Ability to work in a cross-cultural and cross-functional environment. Strong interpersonal skills and good understanding of the global organization.
