Background
The International Strategy for Disaster Reduction (ISDR) is a multi-disciplinary and multi-stakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human and economic and social losses. A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations.
In adopting ISDR, the United Nations General Assembly also endorsed the establishment of the ISDR secretariat (UNISDR). The main functions of the secretariat are policy coordination, advocacy and information/knowledge management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socio-economic and humanitarian fields.
The 2005 World Conference on Disaster Reduction held in Kobe, Japan, represents a landmark in worldwide understanding and commitment to implement a disaster risk reduction agenda. This commitment was captured in the Hyogo Declaration and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters adopted at this conference.
The Hyogo Framework constitutes the essential guide for implementing the International Strategy for Disaster Reduction until 2015. It provides the basic concepts, prescribes expected outcomes, strategic goals, priority areas for action and assigns tasks to stakeholders at different operational levels to reach the expected outcome.
Duties and Responsibilities
1. Content management and quality control of priority content of www.unisdr.org
Stage one: web editing of the new content in preparation for internal launch for staff view only
Time required: 15 days
Period: First round of priority content to be delivered in the period between 27 March – 20 April, in regular consultation with Web Team (AOU Designer, IMU info architect and programmer). Spread of days through the period will allow Web Team time to make necessary changes required as consultant works through the site.
Cleanup/prep: 1 day
- Go through outstanding bugs assigned to content manager.
Limited guideline: 1 day
- Prepare guidelines for users to write ‘news’ (style guide, not upload guide)
Media: 3 days
- Check all dynamic media content is in CMS and tagged/displaying correctly (specifying source is necessary), with attention to press releases
Advocacy Campaigns: 3 days
- Check all dynamic content is in CMS and tagged/displaying correctly, including Sasakawa news (previously announcements section)
- Redraft and reduce ‘About the campaign’ section in merge of two levels
- Check quality of static content, and that all relevant content in place, including new announcements
Focus Areas: 3 days
- Check all dynamic content is in CMS and tagged/displaying correctly, with attention to documents.
- Final quality check of text
About UNISDR: 2 days
- Final quality check of History/archive section, fixing links
Navigation box consistency: 1 day
- Check nav box content, links and overall navigation is consistent across site, including footer sections (Subscribe, Contact) and homepage sections.
UNISDR publications: ½ day
- Enter minimum 2 issues of Highlights into CMS, check tagged/displaying correctly
Sitemap: ½ day
- Check labels on wireframe
2. Final web editing in preparations for external launch, after internal launch integrate feedback/provision of content.
Time required: 5 days
Period: Once Stage 1 content delivered by 20 April, Web Team will internally manage internal launch and feedback. Consultant will then begin further required revisions to prepare for external launch. Timing of final revisions and launch preparation is dependent on date of final internal feedback and approval.
Final revisions of text currently subject to internal revision: 3 days
- About UNISDR (content subject to approval by ASG): if substantive revisions are requested to this section, lower priority revision tasks will be deprioritised within the purview of this contract.
- Staff list, Office locations, Donors (content subject to approval or still to be provided by relevant internal staff)
- Incorporation of any required comments or suggestion received from internal staff review
Preparation for launch: 2 days
- CMS content updated to reflect the most current content in news, press releases, announcements, publications.
3. Review of Guidelines on mainstreaming gender into DRR
Time required: 20 days
Period: 21 April – 20 May
Tasks
- Revise the text of the global summary of gender mainstreaming of disaster risk reduction (latest draft to be provided by AOU Senior coordinator )
- Revise the three tools for gender mainstreaming, to reduce repetition and increase accessibility, including through restructuring/boxing text, and production of summaries.
- Revise the remainder of the text (eg introductions, foreword) for consistency.
- Draft to be delivered to AOU Senior coordinator for final feedback
- Incorporate changes and deliver final version in Word document
Organizational Setting and Reporting Relationships:
This work can be carried out anywhere in the world (virtual). The consultant will report to the Programme Officer responsible for web management in the Advocacy unit.
Results expected:
Website content management and quality control finalized allowing for external launch of website. Text revisions for publications and reports completed.
Competencies
Professionalism - Ability to manage processes, interpret/analyze a wide variety of data, and identify/resolve data discrepancies and activity problems. Knowledge of issues related to disaster risk reduction and/or development.
Planning and Organizing - Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner.
Technological Awareness - Fully proficient computer skills, particularly in using relevant information databases, internet services, contact sources.
Communication - Ability to write in a clear and concise manner.
Qualifications
Education: A university degree in communications, journalism, international or public relations or other related field or a combination of relevant academic qualifications and experience in a related area.
Experience: Minimum of five years of progressively responsible professional experience in communications, public information and awareness, public relations or other related field; international experience desirable. Familiarity with United Nations agencies desirable.
Language skills: Fluency in written and spoken English
Other skills: Experience in the field of disaster risk reduction. Experience in web editing, familiarity with technical requirements.
