Global Risk Forum GRF Davos and the Harbin Alliance are open to applications for the position of Programme Coordinator.

The Harbin Alliance (HA) is a worldwide multi-stakeholder partnership of NGOs, UN-Agencies, research organizations, and intergovernmental bodies committed to the harmonization of disaster risk reduction (DRR) and climate change adaptation (CCA). The Harbin Alliance wants to increase its outreach radius and become a worldwide multi-stakeholder advocacy and resource group that promotes the harmonization of climate change adaptation and disaster risk reduction.

At a recent consultation meeting, the Harbin Alliance members finalized a draft Work Programme 2008-2012 with an ambitious three phase work plan, which identified a wide range of harmonization activities to be carried out jointly by all Alliance members. The effective implementation of this work plan will require the strengthening of the current institutional set up of the HA. The Harbin Alliance, hosted at the Global Risk Forum GRF Davos, therefore is looking for a Programme Coordinator to run the HA secretariat.

His/her tasks will be:

Overall coordination of the HA and management of Action Plan, as outlined in the Work Programme 2008-2012:

-  Facilitate the sharing of information by the Alliance members on good practices, tools and research on the CCA/DRR interface.
-  Support the members in their efforts to influence development, DRR and CCA agendas in favor of closer linkages between both fields.
-  Develop awareness raising and capacity building initiatives for practitioners and policy makers on DRR/CCA synergies.
-  Closely monitor the development of the Bali Action Plan, follow the Copenhagen process and inform the post 2012 adaptation framework to ensure an effective harmonization of the DRR and CCA.

Network Development:

-  Establish membership guidelines and define internal governance processes.
-  Identify new members.
-  Organize Network meetings.
-  Establish connections with other global and regional DRR and CCA networks.

Administrative Support:

-  Establish HA as a legal entity.
-  Register HA with the UNFCCC Secretariat.
-  Development of a Charter, promotional material and of a HA website.

Fundraising:

-  Develop detailed project proposals for the activities highlighted in the work plan.
-  Source donor funding for the implementation of the work plan.

We are looking for a person with a strong experience in implementation of projects, a sound background in science, a profound knowledge about climate change negotiations, adaptation and disaster risk reduction mechanisms, and practical experience in coordination work and in building and maintaining a network. The applicant should have practical experience in writing proposals and successfully securing donor funding. He/she must have strong interpersonal skills with an ability to work independently. Excellent communication skills (written and oral) in English are required.

At an initial stage the Secretariat will be manned by one part-time staff member (60%, with possibilities to work in other GRF Davos projects to increase the percentage if requested). We offer a competitive international salary package based on personal experience and skills.

High flexibility for international travel is requested.
