CDMP II sought to extend and expand the risk reduction achievements of CDMP I, through a multi-hazard approach to disasters, including climate change risk management, to create and nurture a paradigm shift in disaster management, away from relief and rehabilitation and to a more holistic approach to reducing risks and vulnerabilities. The programme aims to conduct participatory community assessments, planning and implementation of risk reduction projects in more than 500 unions across the country. It is expected that the evaluation will enable the intended audiences to:

  • Learn lessons from CDMP II that may be helpful in the continued development of a disaster resilient nation.
  • Evaluate the sustainability of key program outputs that will be taken forward by the GoB or others.
  • Estimate the cost / benefit analysis of key program outputs. This may include economic analysis, social return on investment, cost effectiveness analysis, depending on the availability of relevant data.

The evaluation will use four of the standard OECD DAC criteria (efficiency, effectiveness, results and sustainability) to inform its methodology.

Scope of Work

CDMP II plans to select a qualified company or consultancy group to undertake this final evaluation. The selected company or group will identify and propose national and international team members and make their own arrangements for travel and in country accommodation as part of the task. The contracted consultancy days should be performed in country, unless otherwise agreed by CDMP II. The evaluation questions will be refined in collaboration with key stakeholders during the inception phase.

The evaluation will cover the program’s major work both at a policy and institutional level and in selected field sites. The evaluation will cover:

  • Efficiency – the extent to which best-value has been obtained (results delivered versus resources expended) including the efficiency of financial management and procurement systems; selected results should be subjected to a cost benefit analysis if possible.
  • Effectiveness – the extent to which progress towards project objectives have been achieved or how likely it is to be achieved over the remaining implementation period;
  • Results, outcomes and, where possible, impact – the positive and negative, and foreseen and
  • unforeseen, changes and impacts driven by project-supported interventions. The evaluation should assess how results and outcomes have impacted individuals, communities, institutions and DM systems in Bangladesh;
  • Sustainability – the likely ability of program-supported interventions to continue to deliver benefits for an extended period and whether or not discrete activities have been institutionalized by Government with a commitment to finance in the longer term.

Qualification of the Successful Contractor

Minimum eligibility criteria of the consultancy firm/organizations/research institutes:

  • Minimum 5 (five) years of operational experience to conduct disaster related evaluations or research for the government/autonomous bodies/development agencies;
  • Proven legal status of the organization and ability to submit related documents (i.e. updated registration/licenses, tax payment certificate, other related/alternative documents or certificates);
  • Experience of conducting minimum two similar large scale qualitative / quantitative evaluations in the field of disaster risk management or relevant field in last 4 years;
  • Proven financial strength, income statement and balance sheet to indicate financial stability of the organization;

Minimum Eligibility Criteria for the proposed Team Leader:

  • The Team Leader must have minimum Master’s degree in Environmental Science / Energy /ngineering / Development Studies or Management / Social Science / Economics or other relevant field.
  • A minimum of 15 years professional experience that must include the design and execution of complex, multidisciplinary evaluations, preferably in Bangladesh or the region.
  • The team leader must have extensive management experience leading evaluation teams.

Minimum Eligibility Criteria for the proposed Team:

  • Community risk management and preparedness expert: Must have minimum Master’s degree in disaster management or closely related field with at least 8 years of professional experience including participation on complex evaluation teams.
  • Knowledge management and communications expert: Must have MBA/masters in a relevant field with at least 8 years of professional experience including participation on complex evaluation teams.
  •  Institutional development and governance expert (one : Must have master’s in public policy or related field and at least 8 years professional experience including participation on complex evaluation teams. Proven understanding of gender issues in institutional development and governance is required.
  • Economist: Must be a qualified economist with at least 8 years’ experience of cost benefit, SROI, cost effectiveness and / or value for money analysis.

Note:

  • Consultancy firm(s), organization(s), research institute(s), consultant(s) that do not meet the above eligibility criteria shall not be considered. Necessary documentation including Legal documents - such as registration certificate - must be submitted to substantiate the above eligibility criteria.
  • Consultancy firm(s), organization(s), research institute(s), consultant(s) must ensure availability of the technical resource persons in the team (as per proposed team composition) during the period of contract to render technical/oversight services as per requirement.
