Duties And Responsibilities

  • Coordinate, together with the UNISDR regional office for the Americas, DRR organizations and national experts, the implementation of activities of the project " Implementing the post 2015 International Disaster Risk Reduction Framework at the local, national and regional level in the Caribbean Region" developed in the context of the 2015-2016 Humanitarian Implementation Plan (HIP) 2015-2016 of DIPECHO in the Caribbean.
  • Serve as liaison officer between the Civil Protection Directorate (CPD) in Haiti and UNISDR with regards to the implementation of the UNISDR DIPECHO Project activities.
  • Coordinate with the Regional Liaison Officer of the project in the Caribbean and the Project Coordinator in UNISDR Regional Office in the Americas.
  • Ensure proper coordination and articulation among Haiti's national authorities and the national system for disaster risk reduction and management, HFA national focal point, DIPECHO UNISDR Regional Liaison Officer, UN Country Team, DIPECHO partners and counterparts, ECHO team in Haiti, civil society, private sector, special interest groups, academia, among others.
  • Support the preparation of a Disaster Risk Reduction country document for Haiti by applying the standardized country format for the preparation of country documents and the "Set of Criteria to prioritize DRR at the national level" in close coordination with the respective Civil Protection Directorate (CPD), the Caribbean Disaster Emergency Management Agency (CDEMA), UNISDR, national DRR experts and partners and other relevant regional and national DRR partners.
  • Other tasks as relevant at the request of UNISDR's Head of the Regional Office for the Americas and the Project Coordinator.

14 months with possible extension of three months.

Result Of Service

  1. Provide substantive support to the UNISDR DIPECHO regional project.
  2. Facilitate coordination, articulation, dialogue and communication with:
    • DIPECHO partners of the Caribbean Action Plan 2015-2016
    • DIPECHO Team in Haiti
    • National authorities, DRR experts and organizations
    • HFA national focal point
    • International organizations working on disaster risk reduction
    • DIPECHO UNISDR Regional Liaison Officer
    • Personnel of ECHO Latin America and Caribbean
  3. Promote and encourage the use and dissemination, among national and other relevant DRR stakeholders, of the tools and knowledge produced by the DIPECHO projects and other partners as relevant.
  4. Contribute to the strategic coordination of the DIPECHO projects in Haiti and enhanced synergies between them supporting the organization of regular meetings of the DIPECHO partners.
  5. Country document for Haiti applying the standardized country format for the preparation of country documents and the "Set of Criteria to prioritize DRR at the national level" ensuring alignment with the 5-years action plan for the CPD.

 

Qualifications/Special Skills

  • Academic Qualifications: Minimum Advanced University degree or equivalent experience in social sciences, national resource management, disaster risk management or related fields.
  • Experience: A minimum of at least 6 years of progressive work experience in national project coordination/ management, intergovernmental processes, disaster risk reduction, climate change, and/or sustainable development.
  • Knowledge of the work of the UNISDR Americas office, DIPECHO projects, ECHO action plans, intergovernmental processes and DRR processes and platforms at the national and regional levels.
  • Experience in leading and facilitating workshops and meetings.
  • Excellent analytical, reporting and communication skills.
  • Language: Fluency in French (speaking and writing skills) as well as advanced level of
  • English. Spanish and Creole working knowledge is a plus.
