Background

Project ‘Avoidance of maladaptation through climate smart agriculture and restoration of Lang Sen wetlands, in Vietnam’ is supported by the Federal Ministry of Economic Cooperation and Development, Germany (BMZ), and implemented by WWF-Vietnam, in coordination with the Department of Agriculture and Rural Development (DARD) of Long An province and Lang Sen Wetland Reserve (LSWR) from January 2014 to December 2017. The Project area covers the core zone and seven villages of three communes of Vinh Dai, Vinh Loc, and Vinh Chau A of Tan Hung district, Long An province.

Overall project objective

Biodiversity conservation and integrity of the environmental services of Lang Sen Wetlands restored and maintained as well as increased adaptability to climate change by three local communes in the buffer zone.

Specific project objectives

  • Restoring wetland habitats in Lang Sen wetland reserve to maintain ecosystem services of wetland in “Plain of Reed”
  • Study and introduce new Climate Smart Models to communities around Lang Sen Wetland reserve
  • Study and implement a micro fund for the poor in buffer zone linked to co-management of Lang Sen wetland reserve.
  • Develop a communication strategy to raise awareness of communities about climate change, climate change adaptation measures that supports to biodiversity conservation and local community livelihoods.

The Project has been implementing certain technical studies: landcover mapping, establishing the biodiversity monitoring system (vegetation, fish and water fowls), and hydrology study to serve the management and biodiversity conservation purposes. Based on the premises of those studies, the Project is supporting to formalize the management and conservation methodologies through the overall planning and visioning to 2030 of the reserve, including the implementation plan of management for the first 5 years (2016 to 2020).

WWF-Vietnam is seeking a consultant team (one international consultant and one national consultant) preferably with legal status for planning to deliver this package, within the time frame of 4-6 months and completed before 15th December 2015.

Objective

To develop the Management Plan of LSWR for the overall planning and visioning to 2030, including the detailed 5-year plan for the implementation plan in the period of 2016 to 2020, in line with the requirements for management of a wetland protected area (restoration of wetland ecosystem, biodiversity monitoring and conservation, and law enforcement).

Scopes of work

The consultant team will work closely with WWF-Vietnam and a Reserve Management Planning Team assigned by DARD (including staff of DARD and LSWR), and in close consultation with local stakeholders (LSWR, DARD, relevant departments, local government at provincial /district/commune levels, and others). The criteria of the Ramsar Convention will be considered so that the plan meets the requirements of a Ramsar site. An important milestone is the approval of the final management plan by the Provincial People's Committee.

Major functions

  • The Consultant Team will develop the Management Plan for LSWR (overall planning and vision to 2030, and detailed 5-year plan), ensuring national laws and regulations in terms of both structure and content are adhered to and incorporated. The Management Plan must place the reserve in the regional trans-boundary context, in the Plain of Reeds in particular and in Mekong Delta in general, while recognising differing administrative arrangements and cultural settings across provinces.
  • The Consultant Team will contribute a knowledge of national and Ramsar Convention wetland management planning requirements and methodologies, a sound knowledge of the management planning process and management plan structure itself.
  • The Consultant Team will coordinate and carry out the collection of all existing appropriate data and lead on the acquisition of outstanding data as may be required.
  • The Consultant Team will help to shape the management plan and take responsibility for their contents.

Responsibilities

  • Provide management, leadership, guidance (desk research and fieldwork) and advice in developing the Management Plan (overall planning and detailed 5-year plan).
  • Collate and synthesize available data of LSWR and advise on the acquisition of outstanding data needed for the Management Plan.
  • Ensure comprehensive and inclusive stakeholders (line departments, mass organisations, local government and communities) are carried out.
  • Coordinate the Management Plan drafting process in an organic/adaptive fashion, so that decisions follow an orderly progress, and maximum flexibility is retained.
  • Provide capacity building to the Planning Team in methods and wetland management planning, update and revise the management plan, elaborating the implementation plan.
  • Ensure strict adherence to tight time lines in order to meet the deadline of 15th December 2015.

Deliverables

  • Final detailed proposal approved by relevant authorities.
  • Final draft of standardised Management Plan for LSWR (overall planning and vision to 2030, including detailed plan of the first 5 years for the management in LSWR), complying to Vietnamese legal requirements and to Ramsar standards, which is approved by DARD.
  • Final draft (brief version and full version) of the Management Plan submitted on time to the relevant authorities for approval before 31st October 2015.
  • Final version approved by PPC and accepted by DARD.
  • Training (on-the-job-training) for Planning Team:a. Assessment methods (data collection), procedures and methodologies of wetland, protected areas management planning as national requirements and Ramsar standard. b. Steps and methods of updating, revision, modifications of the management plan, and planning the implementation (implementation of management, human resources development, infrastructure…) and budgeting.
  • Consultant reports and recommendations (English and Vietnamese) submitted to WWF-Vietnam following a template agreed with the consultant.
