The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level all over Germany.

ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB currently has a portfolio of more than 100 relief, rehabilitation, development and DRR projects in countries like Uganda, Niger, Nicaragua, Serbia, Bosnia, Kosovo, Indonesia, Haiti and Georgia as well as in several countries in Eastern Europe.

ASB has been working in Haiti since January 2010 and is committed to an approach that seeks to link Relief, Rehabilitation and Development with a special focus on victims of the earthquake. The ASB main office in Haiti is based in Petit Goâve.

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Finance, HR and Administration Manager Haiti

The Finance, HR and Administration Manager is responsible for the maintenance and further development of high quality financial and administration management systems, procedures and controls for all ASB activities in Haiti. The Finance and Administration Manager is the most senior financial position in ASB Haiti and is responsible for the overall day-to-day management and control of ASB project funds and finances. He/She is reporting to and supervised by the Country Director (CD) and can be consulted by the Desk Officer for Nicaragua and Haiti at ASB’s National Federations headquarters in Cologne, Germany.

Key responsibilities include:
- Develop, implement and oversee that effective, secure, robust finance and accounting systems, procedures and practices, including financial management and financial information systems are in place for ASB Haiti.
- Preparation of final financial reports and financial statements pursuant to the contractual specifications of the third-party donors of funds as well as local authorities.
- Under the direct supervision of the Country Director effectively liaise, report and represent ASBs financial activities and interests to the senior management of the organization, ASB headquarters and external stakeholders.
- Overall management, supervision and professional support to all finance and administrative related staff.
- Initiate, assist and guide the CD and senior programme staff in the implementation of new systems, tools, policies and processes. Oversee and manage critique implementation and provide guidance towards improved performance.
- Assist and guide the CD and senior programme staff in the preparation of new projects and in the acquisition of further funds.
- Ensure full and orderly human resources management including supervision of pay-roll.

Key Requirements:
- Relevant university degree or polytechnic degree or similar education preferred with additional special knowledge in accounting, controlling.
- Minimum five years of relevant work experience in the administration of co-financed projects of international aid organisations.
- Designated experience in budget development and management.
- Experience with international donor agencies such as DG ECHO, BMZ, German Ministry of Foreign Affairs, EuropeAid.
- Coordination, leadership and organisational skills - even under a high workload.
- Intercultural communication skills.
- Fluent in French and English, working knowledge of German and/ or Creole would be a distinct advantage.
- IT skills (MS Office, project management and/or accounting software).
