Job purpose
Coordination to ensure high quality management of Concern’s Disaster Risk Reduction (DRR) Component and related contracts. Responsibility for quality documentation of project learning and impact and, through the Organisation Approaches Team, for the development of a strategy for the DRR approach across the Concern TL Programmes and to lead the implementation of this strategy;

Job description
Technical assistance in project implementation

(a) Guide the development and review of detailed implementation plans to ensure compliance with approved project plans and budget
(b) Facilitate the timely provision of technical assistance (internal and external) in the implementation of projects providing technical programme inputs to project implementation as appropriate to own specialism
(c) Plan/facilitate the implementation of non-technical/non capacity building activities with the DRR Component Managers/Area Managers. Eg. Radio broadcasts, exhibitions, community level drama, film shows.
(d) Review/Update TORs of DRR consultants. Manage the procurement and logistics/outputs of consultant visits
(e) Provide strong support to Component Managers in planning/managing partner contracts

Liaison and Coordination
(a) Establish relationships with key stakeholders at the district and national levels in order to facilitate the project implementation and information exchange.
(b) Encourage and support staff and partner staff to be prepared and participate in relevant meetings with key government personnel at the district and national levels
(c) Ensure that the DRR teams support the CBDRM group and NDMD in the organisation and facilitation of workshops drawing out lessons learned and enabling the sharing of experience.
(d) Work with the staff of other support projects and CBDRM group in research and developing/translating appropriate IEC and learning materials for DRR in Timor-Leste
e) Together with other members of CBDRM group provide the NDMD with technical support in developing a unified CBDRM strategy and an M&E framework for CBDRM.
(e) Work with the Area Manager and DRR teams to ensure that project procurement is organised in good time.

DRR Programme development
(a) Plan a process for the development of a DRR approach strategy for Concern TL 2008-2012

Monitoring and evaluation
(a) Ensure that Concern reporting formats are understood and used by all DRR staff. Provide regular feedback on the quality of reports.
(b) Facilitate the conduct of scheduled evaluation activities in collaboration with partners and external evaluators

Donor reporting

(a) Prepare interim, pre-final and final narrative reports for DIPECHO and Ausaid
(b) Provide proactive updates to donors on project progress/proposed changes
(c) Respond to request of donors for updates and/or additional information on project implementation

Capacity building of Concern and partner NGO/GO staff
(a) Assess DRR-Watershed capacity building needs of Concern/Partner Non-Government Organization/Government staff
(b) Develop appropriate interventions to address priority gaps
(d) Assist partner NGOs in the integration of disaster risk reduction as an approach in their programme activities

Organisational development

(a) Contribute as an active member of the Country Team and Programme Management teams
(b) Contribute to all Concern Timor Leste planning and strategy development
(c) Maintain an awareness of emerging and revised Concern Policies and Procedures for DRR

Person Specification
Essential
· A postgraduate qualification in a discipline related to development (Gender, Human Rights, Community Development, and Development Management etc.) or a graduate qualification with significant relevant experience.
· Experience working in partnership with national/local NGOs and governmental and other civil society actors;
· Good communication, interpersonal and networking skills;
· Excellent report writing skills in English;
· Proven experience of donor reporting and donor budget managementcomponents
· General management experience
· 3+ years experience in the planning and implementation and evaluation of community-based disaster risk management (CBDRM)/disaster risk reduction interventions;
· Specialist knowledge of watershed management and/or structural engineering and/or capacity building of local government institutions.
· Practical experience of the application of PRA/PLA/HCVA and other risk assessment and planning tools;
· Computer literacy;
· Ability to work under-pressure and handle multi-tasking situations;
· Proven ability to work in a multi-cultural environment
· Commitment and flexibility to work in remote field locations.

Desirable
· Fluency in verbal and written English, Bahasa Indonesia and/or Tetun
· Southeast Asia region
· Familiarity with ECHO/Dipecho guidelines and procedures;
* Engineering experience.
