Job purpose:

The position will have the overall management responsibility of Concern’s activities under NARRI, to achieve the objectives of the project to enhance the resilience of communities vulnerable to natural hazards in Bangladesh. Position is based in Dhaka, with 75% travel to field locations.

Main duties and responsibilities:

The Project Manager is responsible for ensuring Concern fulfils its commitment under NARRI Consortium for the activities under the DIPECHO VII Action Plan for South Asia, funded by the DG ECHO. The Project Manager will lead and manage the Concern activities, impacting on the lives of the poorest and vulnerable, resulting to lasting positive change. Specific duties and responsibilities are as follows:

A. Leading project implementation and representing Concern as the Focal Point for DIPECHO VII under the NARRI consortium. Including, but not limited to:

  • Plan and manage human and financial resources and processes related to Concern under the DIPECHO VII South Asia Action Plan.
  • Ensure that Concern’s Project Implementation plan is delivered timely and effectively to ensure sustainability of the project interventions beyond project end.
  • Representation Concern to Partner organisations, donor as required, government, line ministries, UN agencies and other NGOs in relation to the project
  • Ensure that all requirements of the NARRI Consortium Secretariat are understood, followed and implemented by the partners and the project.

B. Liaison and coordination

  • To facilitate effective coordination and joint planning between all stakeholders (including NARRI Secretariat) towards achieving the objective of project and of the NARRI Consortium.
  • Establish relationships with key stakeholders at district, sub-district and national levels in order to facilitate the project implementation and information exchange. National level engagement should be planned in consultation with NARRI.
  • Support programme staff and partners in strengthening liaison and coordination at district level.
  • Participate in NARRI and/or other coordination meetings to strengthen collaboration between different actors at local and national level.

C. Monitoring and evaluation and learning

  • Undertake monitoring visits to locations covered by Concern and partners and provide feedback to staff partners.
  • Facilitate regular progress review meetings involving Concern staff and/or NARRI consortium partners at district and national level.
  • Research and write learning papers based on the project implementation and share with partners and stakeholders.

D. Budget management

  • Responsible for routine analysis of project budgets including quarterly and monthly financial target settings and reviewing spends with Concern staff and consortium partners.
  • Work with the finance department to carry out any necessary budget adjustments/realignments in accordance with Donor and Concern policy;
  • Contribution to the preparation of financial reports to donors;

E. Donor reporting

  • Responsible for the preparation of monthly, interim and final narrative reports
  • Provide proactive updates to NARRI on project progress/proposed changes
  • Respond to request of NARRI for updates and/or additional information on project implementation

F. Capacity building of concern and partner NGO/GO staff

  • Facilitate in-house training for programme staff and partners to strengthen knowledge on DRR.
  • Work with staff and partners to assist them on practical application of DRR concepts, and mainstreaming within the context projects.

Person specification:

Essential

  • Postgraduate qualification in rural and/or community development, environmental and/or social science.
  • Technical knowledge on disaster risk reduction and effective emergency preparedness. Previous DIPECHO experience would be an advantage.
  • Minimum 4 years experience in the planning, supervision, implementation and evaluation of community-based programme interventions on DRR.
  • Experience working in partnership with INGOs, national/local NGOs and governmental and other civil society actors preferably experience of working with consortium.
  • Excellent communication, interpersonal and networking skills;
  • Excellent report and proposal writing skills in English;
  • Proven experience of donor reporting and donor budget management; experience with ECHO guidelines and procedures an advantage.
  • Confidence, interpersonal and representational skills and strong facilitation skills,
  • Computer literacy;
  • Commitment to equality objectives and working towards the transformation of the lives of the poor
  • Strong team-building and capacity building skills
  • Experience at researching and producing learning papers an advantage.
  • Dynamic, self-starter and flexible.

  • Previous experience in community development and in particular on DRR in Southeast Asia region desirable
