Summary

The Disaster Management Delegate for the American Red Cross, in collaboration with the Mexican Red Cross will implement a variety of disaster preparedness programs in Mexico.

Program activities range from implementing community-based disaster preparedness and micro-mitigation activities in communities in southern Mexico to supporting the creation and dissemination of standard operating procedures for a disaster operations center at Mexican Red Cross headquarters. Additional activities will include supporting American Red Cross regional disaster management initiatives, including disaster response operations.

Responsibilities:

Assist the Mexican Red Cross in national level assessment of prevailing disaster risks, vulnerabilities and capacities in order to identify priorities for disaster preparedness and risk reduction. Conduct in-depth analysis/baseline studies of the risks, vulnerabilities and capacities in high-risk zones/communities. Analyze disaster response mechanisms and operational procedures and practices.

Review existing disaster preparedness programming to determine strengths and weaknesses and inform ongoing project design. Contribute to proposal development for programs that would build new capacities in disaster management among target communities and within the Mexican Red Cross headquarters and branch structure. In coordination with the Mexican Red Cross, develop and strengthen strategic alliances with Red Cross Movement partners, local business sector, NGOs, government and other key stakeholders. Establish as necessary partnerships with other organizations and agencies. Provide continuous monitoring of disaster management programming.

Facilitate program and financial reviews, evaluations, and produce accurate and timely reports. Support American Red Cross disaster management activities in Mexico and Central America, including potential disaster response operations. Other duties as assigned.

Qualifications:

Master's Degree preferred. BA/BS in disaster management, business management, public administration, international studies, social work or related disciplines; or relevant equivalent experience and a minimum of five years work experience with an international development or humanitarian aid organization required.

Minimum five years in a project management role, including responsibility over staff, budgets, partner relationships, administration, and implementation planning. Knowledge of disaster relief, disaster plans, and mitigation programs as well as understanding skills in relation to facilitating institutional development critical.

Strong international project design and project management experience including proposal and budget development, program monitoring and evaluation, financial and programmatic tracking and reporting, and a proven track record of successful teamwork needed.

Knowledge of American Red Cross operating procedures helpful.

Strong written and verbal communication skills essential. Experience working in Latin America strongly desired. Spanish fluency is required.
