JOB CONTEXT:
The regional project titled « INCRISD South Asia: Inclusive Community Resilience for Sustainable Disaster Risk Management » will be implemented by a regional Consortium comprising HI & 2 others INGOs, which will be lead by Handicap International (HI). The 3 regional partners have submitted either individual projects or projects as part of Consortia throughout South Asia, including in Afghanistan, Bangladesh, India, Nepal, Pakistan and Sri Lanka.

The overall objective of the project is to build safer, more resilient communities in South Asia, by promoting an inclusive DRM model with a replication and scaling-up perspective through longer-term national and international DRR instruments. The specific objective of the project is that an inclusive Community-Based Disaster Risk Management (CBDRM) model used by key stakeholders, enhanced regional partnerships and achieved cross fertilization increases the coping capacities of the most vulnerable segments of the population in South Asia to face and manage adverse conditions, emergencies or disasters.

JOB DESCRIPTION
:
As Regional DRM Project Coordinator, you are part of HI’s South Asia (SA) Desk, comprising of the Desk team (based at Lyon/France), 2 regional project teams and 5 country programme teams (Afghanistan, Bangladesh, India, Nepal and Sri Lanka).

You are managed by HI South Asia Deputy Desk Officer or the Desk Officer, and are based at the regional projects’ office in Delhi, India together with the rest of the project team (3 Regional Project Technical Coordinators, 1 Regional Administrative Coordinator; administrative staff shared with HI India programme team).

You closely work with the SA Desk Team within the framework of HI quality approach, M&E Policy and SA Desk regional dynamics development strategy. You report to the Steering Committee of the project, comprised of HI SA Deputy Desk Officer and representatives of the 2 others INGOs of the consortium. You ensure close collaboration with HI DRR Technical Advisor, based in Lyon/France.

You are the goal owner of the coordination, consistency and cohesion of the project activities at regional, national and local level.

Your general mission is the Overall implementation and follow-up of the regional project in South Asia, by guaranteeing the respect of the project cycle management framework (planning / implementation / monitoring / evaluation / programmming) under the framework of the grant agreement between HI and the European Union as well as of the regional Consortium.

Responsibilities:
1. Regional project cycle management framework: project implementation plan, planning & coordination & monitoring of activities particularly for enhancing the capacity, knowledge and skills of national Consortia/partners in the target countries; management of operational resources; Implementing the policy for knowledge management and capitalisation on the topics dealt with by the project; internal and donor reports and developing financial and control mechanisms.

2. Implementation of regional activities: Implementing mechanisms to disseminate and exchange information as planned by the project (Good practices collection, organisation of regional/international events and activation of networks; regional knowledge management system...);Producing regional documents and tools; Supporting regional advocacy strategy

3. Overall project coordination: Coordinating the project org chart and reporting to the Steering Committee on the project cycle management framework and impact; Capacity building, training and monitoring in consultation with the Steering Committee;Recruiting, briefing, debriefing, and monitoring consultants for studies, missions and evaluation with the team; Managing relationships with partners and stakeholders at different levels.

CANDIDATE PROFILE
:
Higher education (qualifications or equivalent professional experience) in International Relations, Social Sciences, Development studies...
At least 5 years international professional experience in PCM/coordination
Excellent interpersonal and communication skills: ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect.
Ability to analyse and manage information for use in the effective coordination of decision-making processes.

An experience with HI would be an asset

REQUIRED LANGUAGE SKILLS: English fluent (oral & written). Proficiency in a language of the region and/or French would be an asset

JOB ENVIRONMENT
:
The post is based in the Indian capital Delhi. Delhi is the second most populous metropolis in India after Mumbai. Delhi is the largest commercial center in Northern India and a multicultural and multi-ethnic metropolis including a large number of expats. The city offers education and health facilities of high standards as well as availability of all type of supplies. The office is located in South Delhi, the most developed area of the city where most expats prefer living. A very close-nit expatriate community exists, with a club system which permits access to entertainment and sports facilities.

You will travel within the region - with at least 1 travel to the target countries throughout the project implementation - and internationally to other venues (such as Lyon/France and Bangkok/Thailand) for coordination, advocacy and representative purposes as per required.
