Plan International is currently seeking to recruit a Disaster Risk Management Training Coordinator.

About the role


Responsible for planning, developing and coordinating and implementing a DRM training programme and its evaluation.

This job improves Plan’s capacity for Disaster Risk Management by developing a training programme and learning systems

Dimensions of role:

This role has responsibility for developing training programmes that reach people in all Plan offices. Total of 1500 + people a year trained. The direct budget involved is of the order of £200,000 annually, but the overall amount spent on the trainings programme is significantly higher.

The position has no direct reports or financial authority.

Typical responsibilities - Key end results of position:

Training needs are consistently identified and prioritized


• Conduct research on the effectiveness of past and current DRM trainings to identify barrier and good practice for improving the effectiveness of future training initiatives
• Conduct periodic training needs assessments to identifying individual, country and regional DRM training priorities
• Keep up to date with developments in training methodology and issues related to DRM for incorporation in trainings.

Outsourcing opportunities are identified and utilised as appropriate


• Indentify external DRM training opportunities (e.g. e-Learning, off site training) in order to capitalize on existing training resources and meet additional organizational and individual training needs.
• Identify and coordinate external contractors for development and delivery of high quality DRM training programmes where appropriate.

Training needs and learning are the basis for developing effective interventions that are effectively marketed

• Design and develop identified priority DRM training programmes
• Piloting of developed training material to ensure they are fit for purpose
• Introduce DRM into other Plan training and learning initiatives which will result in DRM being integrated into Plan’s overall strategic and operational framework.
• Marketing the available training opportunities to Plan staff to increase interest and uptake.
• Dissemination of developed training material for replication across organization.
• Identify DRM lessons learnt and good practices for incorporation into training programmes
• Identify up-to-date case study information to feed into trainings

The roll out of training programmes are effectively managed and issues identified through monitoring are used in future development work

• Maintain training calendar to inform staff across the organization.
• Coordinate the roll out of the DRM training programmes across the organization to avoid clashes and build off planned initiatives.
• Ensures that training in DRM is delivered across Plan ROs/COs.
• Oversee the online CPiE and EiE training programme (and other such initiatives in future) that ensures an individualized learning programme that challenges and nurtures each student and inspires self-development and peer-to-peer learning.
• Work with relevant regional and country DRM managers ensuring staff are oriented and briefed on their DRM responsibilities and duties.
• Regularly liaise with INGOs, Consortia’s, UN bodies, and other relevant partners to keep them informed of Plan’s (and their) training initiative for potential replication.
• Monitor the quality and appropriateness of trainings and it’s reporting to inform management of training effectiveness and progress towards strategic objectives.

Support National Organizations to raise funds for training

• Set up global DRM training fund which all NOs can contribute into for greater collaboration and coordination across the organization in developing and rolling out DRM trainings.
• Writing and submitting of funding proposals which will result in increased funding for DRM training.

Administration and other responsibilities

• Ensure systems are in place to maintain records of trainings to inform management of progress.
• Maintain training materials and make recommended improvements as necessary
• Ensure technical resources and training materials are available to all Plan staff through VOR.
• Participate in training activities to increase personal skill levels

Dealing with problems:


There are no clear policies for training and no systematic coordination of training within the organization, but there are many existing training initiatives to emulate. The job-holder needs to resolve problems that are not covered by established process

The post needs to influence multiple stakeholders in country, region, headquarters and in fundraising offices to turn a complex set of aspirations into a workable programme.

The jobholder needs to negotiate the introduction of disaster related training into other training programmes such as the Plan Academy and the management inductions.

Knowledge

• Competent working in an international NGO or UN.
• Deep knowledge of disaster risk management
• Substantial training field experience in the humanitarian field in developing countries.
• Competent in production of financial and narrative reporting and managing budgets.
• Awareness of current approaches and key debates in NGO effectiveness and accountability
• Child rights-based programming principles and approaches

Skills

• Ability to design training systems
• Ability to communicate complex information in understandable and relevant terms adapted for different stakeholders
• Ability to travel, including to relief operations anywhere in the world.

• Training and facilitation skills
• Ability to use a diverse range of quantitative and qualitative tools and the analytical methods for evaluating programme effectiveness

• Strong communication skills, with excellent written and spoken English and additional languages (French or Spanish) desirable
• Ability to cope with the challenging working environments in emergency relief situations.
