Context

The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual crises. We enable vulnerable people in the UK and abroad to prepare for and withstand crises in their own communities. When the crisis is over, we help them to recover and move on with their lives.

The international work of the BRC is managed by an International Division consisting of around eighty people based in the organisation’s UK Office in London, and by staff employed overseas supporting BRC’s programmes, or as delegates to the International Federation of Red Cross and Red Crescent Societies (Federation) or the International Committee of the Red Cross (ICRC). The International Division consists of six departments:

• Humanitarian Policy (international policy and managing strategic relationships)
• Disaster Management (disaster response & recovery programmes and operational partnerships with the ICRC)
• Partnership Development (management of relationships with National Society partners and long-term programme support to the Red Cross Movement (the Movement)
• Performance & Accountability
• International Law (International Humanitarian Law)
• International Finance (financial management and budget control)

Scope

The Humanitarian Policy (HP) team is made up of a small and dynamic group of advisers in the BRC’s International Division, who are tasked with ensuring that our international work is informed by the external policy context and that in turn, our policy and advocacy positions are informed by evidence from our programmes and the Red Cross/ Red Crescent (RC/RC) Movement. Our policy agenda currently focuses on the following issues:

• Resilience and, to a lesser extent, disaster risk reduction and climate change
• Humanitarian response in urban areas
• Policy support to major emergencies
• Fundamental Principles / Humanitarian Principles
• Civil-Military relations
• Red Cross Movement policy support and Movement relations

This role will focus on a number of priority issues for the International Division, including resilience and humanitarian response in urban settings. The post holder will work closely with our operational teams to support learning, ensure that our international work is informed by current thinking and practice within the sector and the Movement and to draw evidence from our programmes to support external engagement and advocacy. The post will also liaise with the Red Cross Red Crescent Climate Centre in order to deliver on a shared memorandum of understanding (MOU) and build a modest policy agenda.

A key aspect of the role is monitoring policy debates and trends within the Red Cross Movement and the global humanitarian sector. The role also involves a significant amount of relationship management and representation involving key partners such as DFID, other NGOs and think-tanks.

As policy support to programmes, the post holder may also undertake evaluations, programme reviews and support strategy , in order to inform programme or managerial decision-making. The post holder will participate in the development and implementation of the BRC’s international humanitarian policy work with the International Red Cross and Red Crescent Movement and the wider humanitarian community. S/he will be expected to work independently and as part of a team, in carrying out a range of activities, such as policy analysis and research, development of policy papers, learning reviews, advocacy initiatives, as well as possibly managing consultants for larger projects.

Overall purpose of the post
