Background

Plan International is one of the oldest and the largest international development agencies in the world. In the Philippines, Plan works with children and their families in the poor communities with programs covering education, child and youth engagement, health (including water and environmental sanitation), and child protection.

Plan has a 30-month AusAID (Australian Government Overseas Aid Program) grant-funded project on Community-based Climate Change Adaptation (CBA). The project aims to increase the resilience of children, youth and their communities in the Philippines to the impacts of climate change. The project will be implemented in partnership with Save the Children and local partners in the provinces of Aurora, Northern Samar, Eastern Samar, and Southern Leyte.

Plan invites applications from highly competent, experienced and committed professionals to fill the position of: Community Based Adaptation Consortium Manager.

Responsibilities

The incumbent is responsible for the development and management of the CBA project in Plan identified areas in the Visayas. He/She will support the design, implementation, quality and coordination of the CBA project in three (3) Visayas provinces. He/she will develop and maintain strategic partnerships and leads in coordination and networking at the regional and provincial levels in pursuit of project goals and adherence to ANO grant and donor requirements, agreements and standards.

Essential qualifications:

• Advanced degree relevant to the field (at least a Masteral level in Water or Coastal Management, Coastal Change or Environmental Management) and technical knowledge in climate change adaptation as it relates to water resources management, food security, community development, gender, etc, particularly at the community level
• Minimum 5 years experience in program management demonstrating the ability to manage budgets and programs within an international NGO; with particular specialization in Disaster Risk Reduction and Climate Change Adaptation and hands-on experience in participatory approaches
• Proven ability in social development, participative project management, strategic and analytical thinking
• Demonstrates and proven skills in leading others, result orientation, self-management, advocacy, networking and collaboration are preferred
