Background

The course presents up to date thinking on disaster planning, preparedness, relief and recovery and emphasises the role of resilience building in the mitigation and prevention of disaster events. Two main themes are addressed. First, theory and lessons learned from recent disasters are utilised to build an understanding of how disasters work. This includes consideration of typical disaster impacts, the relationships between hazards, events, damage and change in societal function that may lead to a disaster situation and the development of capacities that absorb, buffer and respond to the energy released by disaster events. Second, current thinking in the domains of community, organisational and individual resilience is applied to disaster scenarios to develop an improved understanding of disaster resilience building. Strategies and individual projects that have the potential to build disaster resilience are discussed and presented.
