Purpose of the position

The Livelihoods Delegate will further tailor the livelihoods program to ensure that it supports the Integrated Neighbourhood Approach (INA) and is able to adjust to the real life situation of the communities. The Livelihoods Delegate will implement the livelihoods programme, in close coordination with the members of the teams working on community approaches. The Livelihoods Delegate will base the programmes on sound and ongoing assessment and analysis of the affected population needs, vulnerabilities and capacities. In particular with the aim of supporting resilience of the participating population. Together with the community development team the Livelihoods Delegate will enhance the program to actively respond to the community initiated requests to support independence and sustainability.

Description of Duties

• Supports in re-establishing and improving livelihoods of the affected population in order to ensure they are more resilient to future disasters. This may be through, although not exclusively, a range of approaches including through casual or regular waged labour, cash transfers/distributions (cash, cash for work, vouchers) and the development of small and medium enterprises.

• Monitors the financial development of families that were involved in the LH grant program and develops individual approaches.

• Works to ensure that livelihoods programs include priority cross cutting issues such as protection of vulnerable groups, environment, disaster risk reduction, and ensuring that projects are in line with the humanitarian principle of 'do no harm'.

• Coordinates livelihoods assessments that integrate and draw upon sectoral assessments and analysis and beneficiaries changing and diverse needs, vulnerabilities and capacities.

• Develops a market analysis tool that can be used as a guide for further livelihoods approaches, including SMEs and jobs.

• Further develops the livelihoods program with particular emphasis on job creation in neighborhoods where activities are being undertaken.

• Manages staff as per operational needs and requirements

• Prepares quarterly and annual work plans and provides regular updates on progress with the community team and reports to the Coordinator.

• Ensures all planning and reporting requirements for the livelihoods program are met.

• Develops and maintains positive and progressive working relationships with the Haitian Red Cross, other National Societies, national and local authorities and international and national organization to share information.

• Ensures regular contact with technical focal points in livelihoods at the operation and zone levels.

• Coordinates all planned projects with the IFRC Movement Coordination to ensure consistency and lack of duplication.

Duties applicable to all staff

• Actively work towards the achievement of the Secretariat's goals.
• Abide by and work in accordance with the Red Cross Red Crescent principles.
• Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required qualifications


Education

• Professional qualifications in social sciences, economics or equivalent

• Basic Training Course (preferred)

Experience

• 5 years of professional experience in livelihoods sector

• Project cycle management experience as the project leader

• Experience in managing and supporting staff

• Experience in working for RC/RC (preferred)

• Experience in working for a humanitarian aid organization in a developing country

Skills

• Self-supporting in computers (MS Office Word, Excel, PowerPoint and Project; Lotus Notes, internet)

• Familiarity with Sustainable Livelihoods Framework

• Skills in staff training and development (preferred)

Languages

• Fluent written and spoken English

• A good working knowledge of one of the additional languages of the Federation (Spanish, Arabic, French) would be preferred.
