Background 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Energy Management, with the overarching aim of improving human development in Indonesia. In addition to the four priority areas, UNDP Indonesia also works on a variety of crosscutting initiatives such as HIV/AIDS, gender equality and information and communication technology for development

Organizational Context

Climate change poses an additional threat to achievement of MDGs. Comprising more than 17,000 islands, Indonesia is especially vulnerable to rising sea levels and floods, while erratic weather patterns are expected to result in more frequent and extreme floods and droughts, impacting rural and urban livelihoods, agricultural production, especially among small scale farmers, fishermen, and urban slum dwellers. In addition, comprising of more than 17,000 islands, Indonesia is particularly vulnerable to rising sea levels. Indonesia is also a major emitter of Green House Gasses (GHGs), largely caused by deforestation and the burning of peat lands. These practices contribute to global warming and threaten livelihoods, biodiversity, peace and stability. Indonesia is facing a major challenge with rapidly developing its capacity especially at the decentralized level to increase its climate resilience and reducing its emissions, while keeping its socio-economic development on track.

Climate change will be one of the largest challenges Indonesia is facing the coming decades, both in terms of mitigation and adaptation. Indonesia is a significant emitter of greenhouse gasses. Although there are considerable uncertainties about the exact amount of Indonesia’s emissions, it is undeniable that deforestation and peatland degradation are substantial and need to be reduced. Reducing emissions from these sources will not only have a global impact but will also provide opportunities to strengthen ongoing efforts to protect Indonesia’s vast biodiversityIndonesia also needs to rapidly adapt to climate change as is already experiencing the impacts. These impacts are putting pressure on Indonesia’s ability to meet its Millennium Development Goals (MDGs). Indonesia has made considerable progress towards meeting MDGs but major gaps remain on MDGs 4, 5, 6 and 7, which are under threat if climate change continues at its current rate. If action is not undertaken to mitigate and adapt to climate change risks then MDG achievements will be seriously jeopardized. UNDP in collaboration with key-stakeholders has started various initiatives to assist government and communities with adapting to climate change.

Climate change is obviously highly political and technically challenging, especially in Indonesia, where there has recently been the establishment by the President of a national council on climate change, a REDD+ task force, and the Indonesia Climate Change Trust Fund. These measures have been accompanied by a commitment to reduce GHG emissions by 26% by 2020, the development of Indonesian NAMAs, and a 2 year moratorium on forest licenses. In addition at the global level climate change is highly politicized with a 100billion USD/year commitment by developed countries to support CC initiatives.

UNDP is well positioned to play an important role in supporting Indonesia on this complex and challenging agenda. However, in order to optimally address the challenges and opportunities of climate change, a Climate Change Advisor is required to advise and guide the government and UNDP/UN on evolving issues under the United Nations Framework Convention on Climate Change particularly on REDD+ and the Kyoto Protocol particularly on CC funding mechanisms. The advisor is required to

- Develop policy papers and briefings on climate change related issues
- Provide high level substantive contributions to CC policies, strategies and frameworks as requested by national counterparts
- Align UNDP climate change management and human development work;
- Mainstream mitigation and adaptation into national development policies, plans and programmes;
- Help promote a One UN response to climate change. 

Based in the UNDP Country office, the Climate change advisor reports directly to the Deputy Country Director Programme and work closely with the Country Director and Head of Environment unit, to provide strategic advice to the Country Office (CO) and UN Country Team (UNCT) on issues related to Climate Change, financing, REDD+, sustainable energy, and natural resource management. The Advisor will also respond to demands for advice and representation from the government of Indonesia.

Duties and Responsibilities 

Summary of Key Functions

• Climate Change Policy and Support

- Develop UNDP policy position papers and internal briefing notes on climate change for UNDP senior management.
- Analyse key climate change and development related policies under discussion in Indonesia and provide strategic policy advice and guidance on climate change to CO, and the GoI.
- Coordinate and prepare UNDP CO inputs and contributions for international and national meetings on Climate Change related issues.
- Provide training and technical support to UNDP CO Energy & Environment programme officers and relevant counterparts to build their capacity to incorporate climate change concerns into national plans and strategies for the environment, poverty reduction and the achievement of the MDGs. 

• Mainstreaming Climate Risk Management

- Ensure integration of climate change risk into national development and investment decisions.
- Ensure integration of climate change risk into UNDP Programming Frameworks to ensure achievement of Millennium Development Goals. 

• Effective programmatic, technical and substantive input to the management of the UN and UNDP programme within the thematic areas assigned

- Provide advisory support to the translation of UNDP priorities within the areas of climate change & climate risk management into concrete intervention including for formulation and implementation of related CO programmes as well as coordination with UN agencies
- Facilitate climate change related UNDP cross unit collaboration, for instance on climate change adaptation and disaster risk reduction and corruption/governance issues, and ensuring the needs of marginalized/vulnerable communities are factored in to climate change programming.
- Provide technical and substantial input to the UN Country Team on climate change- and especially to the UNPDF climate change working group consisting of various UN Agencies involved in climate change initiatives- to ensure the UNCT is well coordinated and well informed of the latest developments in the climate change sector at all levels (national, international, conventions, private sector etc). Specific activities could include presenting at UNPDF climate change working group meetings and coordinating the development of communicative material.
- Provide technical support, formulate and implement strategies to ensure that UNDP’s projects and programmatic activities (advocacy, resource mobilization, partnership building, etc) are helping to contribute effectively to country programme outcomes. 

• Partnerships and strategic advice for resource mobilization

- Develop and maintain strategic partnerships with relevant institutions, including the World Bank, ADB, bilaterals and other UN agencies working on Climate Change;
- Conduct analysis and research on information related to donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, actively contribute strategically to the overall office effort in resource mobilization.
- Scan for opportunities in the country and identify where the CO’s comparative advantages converge with partner/client needs in the climate change agenda including in areas of policy support. . 

• Knowledge Management

- Document and analyze UNDP CO and other UN Agencies experiences, programmes, and projects in support of climate change activities;
- Identify and formulate lessons learned and recommendations to be integrated into broader CO knowledge management efforts.
- Build and maintain linkages with UNDP knowledge networks
- Contribute to knowledge networks and communities of practice.
- Organize and conduct trainings on climate change in the Country Office. 

• Impact of Results

The key results of the post are formulation of forward-looking strategies and policies for the UNDP CO as well as UN Indonesia related to climate change, identification of opportunities for building partnerships and their implementation. This highly strategic post ensures the UNDP Indonesia Country Office is strategically positioned to support the Government, as well as acting as a key hub for climate change excellence within the context of the wider global UNDP/UN system.

Required Skills and Experience 

Education

- Master’s degree or higher degree in Environmental Studies, Economics, Sciences, Development Policy or other relevant discipline
- Multidisciplinary educational background preferred 

Experience

- At least 10 years' experience in the field of environment and development, including specialized experience in climate change at the international level;
- Extensive experience working on climate change /environment related development assistance programmes and policies;
- Demonstrated ability related to management of project cycles, including project formulation, monitoring, reporting and evaluation, particularly UNDP standards and procedures;
- Proven ability to negotiate and troubleshoot relationships with national and international stakeholders;
- Knowledge of Indonesia and the climate change issues in the country will be an advantage;
- Experience working in UN/UNDP is essential
- Multidisciplinary professional experience preferred. 

Language Requirements

- Full proficiency in English; working knowledge of Indonesian would be an advantage.
