Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world's poorest countries.

Job Purpose:

To be responsible for effective management, implementation and coordination of Concern programme in Goz-Beida in line with organizational policies and strategies, in close consultation and coordination with government authorities and other stakeholders.

Main duties and responsibilities:


A. General Responsibilities:

• Ensure the efficient and transparent use of all Concern resources in order to maximize the benefit to the communities we serve.
• Promote and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy to ensure maximum protection to programme beneficiaries.
• Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise are effectively well communicated and consistently presented, and that we are looked at as a professional organization.

B. Specific Responsibilities

B.1. Leadership:
• Review and implement a coherent programme strategy in Goz-Beida that contributes to achieving Concern’s country strategy and programme plan in Chad.
• Provide leadership in overall planning and effective implementation of Concern’s programme and operations in Goz-Beida.
• To build strong and committed team of national and international staff adhering to Concern policies and procedures and applying key principles of transparency, accountability, good stewardship, diversification and equality.
• Lead and support in strengthening coordination and collaboration within and across teams, maintain and ensure constructive communication, and contribute to a positive working environment
• Lead and ensure effective implementation of all Concern Policies including Concern’s Code of Conduct and Programme Participant Protection Policy across the programme including partners, participating communities and other service providers.

B.2. Programme Development and Management:

• To oversee and lead the strategic development and implementation of programme in Goz-Beida in line with organizational and country plan and following the Concern PCMS policy including proposal writing and fund solicitation.
• Ensure accountability to programme participants in line with Concern’s commitments under HAP and to other relevant stakeholders.
• Provide effective leadership and support to programme managers/coordinators in setting up high quality standards and implementation of sector programmes, with particular attention to cross cutting approaches such as equality, disaster risk reduction etc.
• Ensure that all projects are implemented and completed according to agreed plans and budget.
• Ensure that effective monitoring and evaluation systems are established and implemented in line with Concern policies and procedures to measure impact and effectiveness.
• Maintain effective communication and liaise with Concern country office in N’Djamena and ensure that high quality reports are produced and submitted to the donors and as well as internal departments in a timely manner and in line with relevant targets and objectives.

B.3. Human Resources Management:

• To line manage a multidisciplinary team of national and international staff based in Goz-Beida.
• Manage and support Goz-Beida team ensuring that there are clearly defined up-to-date organizational structure and job descriptions for all staff.
• Ensure that regular staff Performance and Development Review (PDR) system is established and maintained and that PDRs are undertaken seriously at all levels.
• Ensure effective implementation of all Human Resources related policies.
and procedures in accordance with Concern policies and procedures and in line with the national labour law.
• To establish and maintain regular, participatory and documented forums and meetings for all key staff to discuss operational and management issues. Coordinate planning and implementation of activities, and ensure information sharing.

B.4. Financial Management:
• To be responsible for overall financial management of Concern’s programme in Goz-Beida including participatory budget preparation, revision and monitoring.
• Ensure that the Concern’s global and country specific financial guidelines and procedures are adhered to.
• Develop and implement work and expenditure plans and ensure that the Goz-Beida programme is implemented within agreed and approved budget through undertaking regular budget monitoring of expenditure against budget.

B.5. Support Systems- Logistics, Transport, IT, Administration:
• Ensure that support systems are in place in Goz Beida and functioning in accordance with best practices in order to ensure transparency and accountability to programme participants, donors, government, and other stakeholders.
• Be responsible for security and safety of Concern personnel and resources in Goz-Beida including participatory review and implementation of Security Management Plan.
• Ensure that all Concern staff in Goz-Beida are familiar with policies and procedures and able to implement them effectively.

B.6. Representation and Networking:

• To represent Concern in Goz-Beida and maintain coordination and networking relationships with the government and other national and international actors in Goz-Beida.
• Ensure that relationship and formal agreements with the government are maintained and updated as appropriate.
• Represent Concern at various coordination forums in Goz-Beida.
• Deputize for the Country Director as and when required.

Person specification:

Essential:

• At least 3 years experience in similar or related senior management position with a track-record of progressive advancement.
• HR and financial management in an NGO environment.
• Experience of programme development, management and participatory planning methodologies.
• Experience of managing large staff configured with people from multiple.
ethnic groups with diverse cultural identities.
• Fluent in written and spoken communication in French (all reports, correspondences and discussion within and outside the organization are conducted in French).
• Fluent in English.
• Proven management and leadership ability, including ability to motivate and develop skills of others.
• Outstanding security management skills
• Ability to live and work in a place where facilities are basic.
• Good networking skills.
• Strong communication, problem solving and analytical skills.
• Able to manage competing priorities and handle heavy workload.
• Ability to work under pressure often to strict deadlines.
• Cross cultural awareness and sensitivity.
• Empathy with organizational goals.
• Patience & a sense of humour.

Desirable:

• Additional training or qualification in managing emergency programme in unstable and insecure environment, staff development, team-building and accountability.
• Work experience in Francophone Africa and experience in Chad will be a significant advantage.
• Knowledge of local (or similar) culture.
