Within this context and framework, Oxfam Novib is looking for a candidate for the position of Manager Field Office, Afghanistan.

Oxfam Novib is the Managing Affiliate on behalf of all Oxfams in Afghanistan. Oxfam Novib has the leading role in the Oxfam Country Leadership Team, for humanitarian preparedness and response, for security and for the Rights in Crisis campaigning. In Afghanistan, Oxfam Novib is implementing a developmental, humanitarian and campaigning programme together with local NGO's and in close collaboration with other Oxfams. Oxfam Novib is active in fundraising with donors for its programmes in Afghanistan. In order to carry out these responsibilities, Oxfam Novib has a field office in Kabul. In June, 2012, Oxfam Novib plans to fully decentralize its Afghanistan programme to the Country Office. The Manager Field Office will play a key role in this. The position will be line managed by the Regional Manager South Asia, who is based in The Hague.

Main tasks:

- To have a leadership role in the Oxfam Country Leadership Team, which works with other Oxfams on the process of strengthening the Oxfam brand, enhancing impact and increasing cost-effectiveness of Oxfam's work in Afghanistan.
- To facilitate the delivery on Oxfam Novib's lead roles on humanitarian preparedness and response; security; and the Rights in Crisis campaign on behalf of Oxfam and to facilitate cooperation between the different Oxfam affiliates.
- To build the capacity of the field office and prepare for decentralization planned for June, 2012;
- To prepare and monitor annual plans for Afghanistan in the framework of the overall policy of Oxfam Novib and the policies for Afghanistan.
- To coach and manage the team working on the developmental, humanitarian and campaigning programmes.
- To liaise and build relations with donors, to facilitate development of programme proposals and to ensure proper contract management.
- To decide on security management issues in collaboration with the security advisor.
- To update the Oxfam humanitarian contingency plan in collaboration with Oxfam affiliates and counterparts, facilitate disaster risk reduction with and capacity building of local civil society organisations, and promote coherence with Government and other (multilateral) actors.
- In and after a crisis, to lead a co-coordinated crisis and rehabilitation response of Oxfam affiliates and counterparts.
- To engage in advocacy and lobbying activities in Afghanistan in association with national networks/other organizations on specific humanitarian issues or on issues affecting I/NGOs in general in Afghanistan.
- To develop and implement capacity building and learning tracks with counterparts in Afghanistan.
- To represent Oxfam Novib with national and international stakeholders, including media, in Afghanistan and outside.

Required Skills and experience:

- Knowledge of and working experience in the region, preferably Afghanistan.
- Senior management experience with development, humanitarian and campaigning practice.
- Experience in change management processes.
- Ability to think strategically and to communicate this convincingly and bring actors together.
- Team player and team builder in a multi-cultural setting; ability to stimulate and coordinate team work.
- Ability to work entrepreneurial, but in close collaboration with Head Office and other Oxfam's.
- Experience of managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities.
- Experience of working in a security high risk environment and experience with leading on security issues.
- Proficiency (in writing and narrative) in English. Knowledge of Dari/Pasto is a plus.
