Specific Duties:


The objectives of this position are to ensure consistent interaction with state and local partners in developing a comprehensive/strategic plan for response to all disaster situations, involvement with the mitigation grant programs, maximizing flood plain management through the National Insurance Flood Program (NFIP) and for education constituents on reduction/loss measures that will support effective solutions to repetitive property loss issues. Work is performed in compliance with the Robert T. Stafford Act, as amended by the Disaster Mitigation Act (DMA) of 2000.

Qualifications and Evaluations

Qualifications required

To qualify for this position at the GS-09 level you must possess at least one of the following:

One full year of specialized experience. Specialized experience is described experience including assisting with the development and/or review of local floodplain management ordinances and participating in public meetings.

OR

FOR GS-09: Applicants must meet at least ONE of the qualification requirements described under A, B, or C below:

[A.] To qualify at the GS-9 level, you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-7 grade level in the Federal service or private sector that involved experience participating in and/or leading public meetings and building consensus among stakeholders

OR

[B.] Two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education or a master’s or equivalent graduate degree (such as an LL.B. or J.D.). if related, from an accredited college or university, or has been evaluated by an Accreditation Association responsible for evaluating foreign education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Please submit transcript.) Degrees in the following fields are preferred: Communbity oe City Planning OR

[C.] COMBINATION OF GRADUATE EDUCATION AND EXPERIENCE: If you have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate education described in "B" and the type of experience described in "A," you may be able to qualify by combining your education and experience. First determine your total qualifying specialized experience as a percentage of the experience required for this grade level (one year). Then determine your total number of successfully completed graduate semester hours as a percentage of education required for this grade level (36 semester hours, or whatever amount your school has determined to equal two full years). Then add the percentages. The total percentage must equal at least 100 percent to qualify under this provision.

The following is an EXAMPLE of how education and experience may be combined to qualify for this position at the GS-9 level: An applicant has 6 months of specialized experience equivalent to the GS-7 and 27 semester hours of graduate level education. The applicant meets 50 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study (9 semester hours) beyond that required for the GS-7 (18 semester hours). Therefore, the applicant meets the 100 percent of the total requirement and is qualified for this position.

FOR GS-11: Applicants must meet at least ONE of the qualification requirements described under A, B, or C below:

[A.] To qualify at the GS-11 level, you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-9 grade level in the Federal service or private sector that involved assisting with the negotiating and monitoring grant agreements with State and local governments; developing and/or reviewing local floodplain management ordinances; participating in or conducting public meetings and community assistance visits; and writing correspondence to senior officials.

[B.] Three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education, or possess a Ph.D., LL.M., or equivalent doctoral degree, if related, from an accredited college or university, or has been evaluated by an Accreditation Association responsible for evaluating foreign education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Please submit transcripts.) Degrees in the following fields are preferred: Community or City Planning. OR

[C.] COMBINATION OF GRADUATE EDUCATION AND EXPERIENCE: If you have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate education described in "B" and the type of experience described in "A," you may be able to qualify by combining your education and experience. First determine your total qualifying specialized experience as a percentage of the experience required for this grade level (one year). Then determine your total number of successfully completed graduate semester hours as a percentage of education required for this grade level (54 semester hours, or whatever amount your school has determined to equal three full years). Then add the percentages. The total percentage must equal at least 100 percent to qualify under this provision.

The following is an EXAMPLE of how education and experience may be combined to qualify for this position at the GS-11 level: An applicant has 6 months of specialized experience equivalent to the GS-9 and 45 semester hours of graduate level education. The applicant meets 50 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study (9 semester hours) beyond that required for the GS-9 (36 semester hours). Therefore, the applicant meets the 100 percent of the total requirement and is qualified for this position.

All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.
