Overview
The purpose for this post is to be in charge in the overall planning and monitoring of disaster of disaster risk reduction projects. This will include training and capacity building, project implementation, monitoring and evaluation, reporting, research and programme development and networking and coordination. The post holder will supervise project staff to ensure the project goals are met. He/She will liaise with other NGOs, relevant government agencies and other stakeholders to ensure a coordination of effort and lesson sharing.

The successful candidate will have relevant qualifications in related fields and experience of working with disaster risk reduction, preparedness and development issues and good understanding of relevant humanitarian and policy issues. He/She will have excellent written and spoken English with a proven track record of effective programme and people management. Understanding of the nature of the job particularly the knowledge, sensitivity and dynamics of national partner organisations and role of the government, INGOs and UN agencies in humanitarian setting is essential while previous experience from working in Indonesia is desirable.

Job Purpose

Major Areas: To be responsible for the overall planning and monitoring of disaster risk reduction projects. This will include training and capacity building, project implementation, monitoring and evaluation, reporting, research and programme development and networking and co-ordination

Reporting to: Programme Manager
Staff reporting: Project Staff
Budgetary responsibility: For the project

Key Objectives

Key roles/ responsibilities:
- To be responsible for the planning, organisation, budget management, reporting and implementation of the DRR project as per approved proposal, log frame, plan of action and budget
- Supervise project staff to ensure that project goals are met
- Prepare narrative and progress reports for country director
- Liaise with other NGOs, relevant government agencies and other stakeholders to ensure a coordination of effort and lesson sharing
- Supervise baseline or disaster risk mapping studies and develop risk reduction work plans
- To be responsible for the representation of Islamic Relief to partner organisations, donors, government, line-agencies and other NGOs in relation to the project
- Co-ordinate with other sectors for sharing information and lessons learnt
- Ensure the quality and maximum of impact of the disaster risk reduction project
- Be responsible for regular donor reporting and for the budget follow up
- Act as focal person for all management aspect of this project
- Prepare staff development plan and conduct staff appraisal
- Other duties as required.

Essential Experience
- Knowledge and experience of working with disaster risk reduction, preparedness and development issues and a good understanding of relevant humanitarian and policy issues (A,I)
- A proven track record of effective programme and people management (A,I)
- Demonstrated experience and high level of competence in most of the following sectors (A,I)
- Advocacy and public awareness rising
- Training on disaster management
- Community managed disaster preparedness activities
- Knowledge on PRA/PLA approaches
-CBO capacity building/training.
- Coordination between government departments and CBOs
- Institutional strengthening
- Proven experience of managing a high workload and multiple priorities
- Knowledge, sensitivity and experience of the dynamics of national partner organisations and role of the Government, INGOs and UN agencies in humanitarian settings

Desirable Experience
- Experience working preferably in Indonesia or in the region
- Knowledge and experience of other bilateral and multilateral donors

- Excellent spoken and written English language skills
- Analytical and strategic planning skills
- Proven numeracy and financial management skills
- Adaptable, flexible and confident representation skills

Essential Qualifications
- Relevant qualifications in the related field

Desirable Qualifications
- A Master’s degree or higher level university degree
- Available to start in April 2008
