The Office of the United Nations Development Programme (UNDP) in Syria, in cooperation with the Syrian Ministry of Local Administration is seeking to recruit a highly-qualified Training Associate within the framework of project " Strengthening Capacity Development for Disaster Risk Management in Syria” SYR/09/002.

I. Background:

The Project is implemented by the Syrian Ministry of Local Administration with the purpose to develop and strengthen disaster risk management capacity and corresponding disaster risk reduction strategy in Syria. This objective will be achieved through support for the Disaster Risk Reduction institutions, improved access to information on disaster risk management, earthquake disaster risk management master plan for the city of Damascus and capacity development for mitigating the impact of future droughts. II. Objective: The training associate is expected to support the project in preparing training kits for DRR, identify vulnerable groups according to different hazards, and implement different awareness raising activities. III.

Responsibility:

1) Technical and Deliverables:

The incumbent will assist the project team in achieving its objectives and outputs by undertaking the following duties and responsibilities in cooperation with other team members:

1. Prepare training kits for different training subjects consisting of:
• Materials for trainers
• Materials for trainees

2. Identify vulnerable groups according to different hazards.

3. Identify topics for training courses for trainers & the public.

4. Review international available training materials.

5. Preparing and implement, in cooperation with the disaster risk reduction office, awareness-raising activities such as training courses, workshops, seminars and conferences.

6. Engage actively in the team’s work to prepare the training strategy for disaster risk reduction.

7. Assist in drafting progress and other reports.

2) Facilitation and Management:

a) Ensure UNDP visibility in all publications, workshops, and consultancy related activities;
b) Serve as the focal point for coordination of the consultancy activities with UNDP, the project and the Government;
c) Ensure that the necessary inputs for the assignment are available;
d) Build partnerships for the support of outputs indicated in the assignment if required;
e) Any other business as required.
f) Assume management of the consultancy assignment in consistency with the requested technical TOR;
g) Ensure that UNDP rules and regulations are implemented with relevance to the consultancy activities;
h) Participate in necessary meetings and reviews;
i) Liaise with UNDP programme officer on daily/weekly basis to ensure proper monitoring and realizing results;
j) Suggest resource mobilization opportunities related to the assignment if applicable;
k) Ensure that UNDP is invited to all stake holder meetings related to the consultancy assignment if applicable.

Education:

a) University degree in engineering, business administration or any related field.
b) Experience: 5 years of relevant experience at the national or international level in providing management advisory services and/or organization of training activities. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is also a must. ICDL certificate is preferable.
c) Language Requirements: Fluency in spoken and written English and Arabic.
d) Other Qualifications: Good communication and presentation skills – Gender knowledge is an asset.
