Purpose of the Post:

-To coordinate the planning, implementation and reporting of the WHO Health Assistance Programme for displaced in neighbouring countries (Syria, Jordan, Egypt and Lebanon) with the international partners, host governments and with donors
-To support WHO country offices under Displaced Iraqis program (DIs) in strengthening health disaster risk reduction and preparedness


Objectives of the Programme:

To improve the health status of displaced Iraqis in neighbouring countries (Syria, Jordan, Egypt and Lebanon) through targeted preventive and programme management interventions.
To improve access to quality health care services.

Description of Duties:


Organization Context:
Reporting to the Regional Office and WHO Representative, in close collaboration with EMRO/HQs, Regional Emergency and Humanitarian Action (EHA) coordinator, MOH officials and other partners, UN agencies, donors, NGOs and other institutions, the incumbent will be responsible for managing the priority health issues related to Displaced Iraqis in the three countries (Jordan, Lebanon and Syria) in addition to negotiating with donors, assessing and supervising the programme, coordinating with all parties.

Summary of Assigned Duties:
Under the direct supervision of WR Jordan and general guidance of RA EHA , in close collaboration with WHO country offices under DIs, , the incumbent will perform the following duties:

1.Supervise the WHO/Country Office staff technical activities relevant to implementation of the DI project in the specified countries to ensure consistency with the country offices' and activities.

2.Coordinate the humanitarian health system response of the international community (UN and NGOs) and national partners including the red cross/red crescent societies by sharing information planning and monitoring programs.

3.Coordinate and facilitate risk assessment of DI in the four countries and ensure that these are properly addressed in an integrated primary health care approach that preserves and strengthens host country health systems. Lead comprehensive risk assessment in DI modeling sub regional programs for health risk reduction in Jordan, Syria

4.Negotiate with health authorities, partner agencies and institutions to launch risk reduction initiatives addressing vulnerabilities.
-Coordinate partners working in planning, implementation, and management of community preparedness to address vulnerabilities of DI.
-Conduct health facilities vulnerability assessment in DI setup in terms of capacity and risks of the facilities.
-Coordinate the DRR partners and lead developing health risk reduction programs in DI setup in lieu of national DRR programs in Jordan, Syria and Egypt.

5.Lead the planning, implementation, management and reporting of WHO operations including its work plan based on the Inter-Agency Health Appeal for Dls in surrounding countries. Supervise and follow up DRR activities and emergency preparedness programs to ensure harmonization with the mainstream EPR program of the countries

6.Strengthen health, nutrition and communicable diseases surveillance for DI and local population hosting them. Facilitate donors support to emergency preparedness and risk reduction programs in health sector.

7.Ensure availability and access to health care for the DIs in all four different locations.

8.Establish a reporting system for the activities of DI health status on regular basis and ensure dissemination among all stakeholders.

9. support EHA focal points in countries under DI programs in health assessments , health information management and in the design and implementation of health Disaster risk reduction and preparedness activities

10.Ensure productive relationships with the donor community in countries of assignment in order to secure the necessary support to WHO work plans in the area of concern and providing regular technical and operational updates. In addition, ensure the timely implementation and reporting of various grants.

Required Qualifications

Education:


Essential: University degree in Medicine and Masters degree in Community Health

Desirable: Postgraduate training in disaster management and / or public health

Ability to develop and implement comprehensive policies and strategies for use in WHO support for emergency response and health system support. Good knowledge of project implementation in humanitarian emergencies and of the UN's humanitarian mechanisms. Demonstrating skills in writing, analyzing and editing; ability to foster consensus, teamwork and synergies while managing a wide network of partners. Good knowledge of the global health mandate.
Skilled in epidemiological analysis and developing health information tools.

Experience:

Other Skills (e.g. IT):


Computer literacy: word processing, spreadsheet and presentation software

Essential:  At least 10 years experience at national and international level in health program implementation for humanitarian assistance programs. Experience in results-based management with focus on project proposals, implementation and evaluation.

Desirable:  Experience in analyzing health policies, standards, guidelines and priorities for individual countries

Languages: Excellent knowledge of English. Knowledge of Arabic would be an asset
