Background

The Global Facility for Disaster Reduction and Recovery (GFDRR) is a partnership of the International Strategy for Disaster Reduction (ISDR) system to support the implementation of the Hyogo Framework for Action (HFA). The HFA is the primary international agreement for disaster reduction, adopted by one hundred sixty-eight (168) governments and multilateral organizations, including the World Bank. The principal strategic goal of the HFA is to effectively integrate, in a coherent manner, disaster risk considerations into sustainable development policies, planning, programming, and financing at all levels of government.

The GFDRR is managed by the World Bank on behalf of the participating donor partners and other partnering stakeholders. The work of the GFDRR is divided into three tracks:

1) Track I is designed to enhance global and regional advocacy, partnerships, and knowledge management for mainstreaming disaster reduction.
2) Track II is directed at mainstreaming disaster risk reduction and climate change adaptation in country development processes to ensure that risk assessments, risk mitigation, risk transfer, and emergency preparedness are incorporated into in all strategic plans and programs. This track is designed to provide ex ante support, primarily through technical assistance to enhance investments in risk reduction and risk transfer mechanisms, as well as disaster management planning to low- and middle-income country governments.
3) Track III supports primarily low-income countries for accelerated disaster recovery and risk reduction in the immediate aftermath of a disaster.

Duties and accountabilities

General

The disaster risk management specialist will work under the guidance of the lead, disaster risk management specialist and report to the GFDRR program manager.

Specific duties

1.) Preparation of the World Reconstruction Conference


The World Reconstruction Conference (WRC) is one of the key GFDRR global knowledge initiatives in fiscal year 11. The WRC is planned as an integral part of the upcoming Global Platform (GP) in Geneva, May 2011.

The DRM specialist will assist the task team in:
- Developing a conference strategy and translating it into an actionable plan.
- Working with conference partners and units in the Bank to develop and commission conference content.
- Reviewing, editing, and finalizing conference material.
- Developing an online presence for the conference (content, marketing).
- Identifying opportunities to use existing and emerging online tools (i.e. social media, multi-media, communication tools).
- Managing and contributing to social media activities developed for the conference.
- Assisting in the coordination and management of the conference.

2) Development of knowledge strategy

Working with the knowledge team, design, deliver, and maintain a knowledge strategy that positions GFDRR and disaster risk management (DRM) global expert team as knowledge leaders within and outside the World Bank.

This entails:

- Developing and maintaining a comprehensive understanding of knowledge support needs at GFDRR.
- Defining strategic goals of a long-term knowledge strategy.
- Leading the implementation of priority knowledge products and learning activities.
- Working closely with the knowledge team to ensure that the knowledge base is effectively used to advance business objectives in internal and external communications.

3) Other tasks


Depending on the business needs and if time allows, the DRM specialist will assist in disaster risk management operations and programs.

This could include:

(i) preparation of post-disaster needs assessments and emergency operations,
(ii) advising regional teams and task team leaders on the use of Operational Policy/Bank Procedure (OP/BP) 8.00 for rapid response to crises; and
(iii) providing operational support to various GFDRR teams in project planning and monitoring activities for Track II projects.

Selection criteria

- Advanced university degree in the social sciences or in engineering and a minimum of 5 years of directly relevant Bank and/or external international experience.
- Excellent and effective client relations, communications and writing skills in English.
- Experience in operations associated with rapid response after a disaster including post-disaster needs assessments (PNDAs) and achieving results on the ground (including both pre-Bank and Bank experience).
- Demonstrated expertise or extensive knowledge of disaster risk management. Has good understanding of the inter-relationships within disaster risk management and has identified opportunities for integrating this expertise with multi-sectoral projects/programs and/or programmatic operations.
- Solid knowledge and understanding of World Bank operational procedures, processes and policies.
- Ability to develop, analyze, and articulate project issues, as well as to diagnose problems and propose innovative and reliable solutions.
- Demonstrated ability to deliver high quality outputs while working under pressure and within tight time schedules.
