WWF recommendations for the Cancun package
This paper presents outline and recommendations for a positive outcome at the UN climate conference in Cancun, Mexico to be held 29 November to 10 December, 2010. It addresses the challenge of demonstrating leadership and securing a global way forward in order to tackle climate change through a multilateral framework. It reminds governments and the United Nations of their roles to protect vulnerable countries, communities and ecosystems from climate impact and calls upon governments to provide a framework and guidance through an international regime, in order for non-state actors to play their part.
It sets up two pillars on which the Cancun package has to rest: (i) a set of substantive decisions under the Convention (AWG LCA) and the Kyoto Protocol (AWG KP) that settle important elements for mechanisms or frameworks for action on adaptation; and (ii) an umbrella decision under each negotiation track (AWG KP and LCA) that contains an agreement on the future negotiation process.
