Purpose

Plan has been operating in Northern Sudan since 1977, helping poor children to access their rights to health, education, water and sanitation, and protection. Plan Sudan’s operations cover Kassala, White Nile and North Kordofan states, as well as Darfur and Juba Lainya. We are working with 500,000 children in 5 states across the country. The budget for FY11 is around US$5.6 million.

Reporting to the country director, the position holder will lead the program support department in developing coherent, integrated and quality programs (design, implementation, monitoring and evaluation). They will be responsible for developing capabilities among Plan staff and program participants, and supporting the achievement of country program goals that are aligned with Plan’s program framework.

Responsibilities

- Country strategic plan
- Program support team annual plan and budget
- Performance appraisals direct reports
- Programs are demonstrated/scaled-up as per the strategic directions
- Emergency preparedness and response
- Disaster risk reduction and management
- Annual plan of operations
- Program unit long-term plans
- Partnership and networking
- Safety and security related to program operations

Knowledge & experience

- Preferable educated to Masters degree level or equivalent in a related subject area
- Proven experience in a senior management position including conflict/post conflict environment
- Demonstrable progressive experience as a development professional in planning, monitoring, evaluating programs and managing pool of technical support
- Understanding of integrated development issues and critical analysis of child poverty
- Understanding of South Sudan’s development issues, trends, challenges and opportunities and implications to community development
- Networking experience with development organizations in the country and at the international level
- Experience in grants management
- Working in multi-cultural setting
- Experience in working with child-focused development organization will be an advantage

Languages

- Fluency in English required
