Background

The Emergency Preparedness and Response Training is UNICEF’s core training tool to enhance its staff members’ capacities to plan for and respond to emergencies. The package was revised in 2008 to capture developments related to Humanitarian Reform but subsequent feedback from participants and facilitators pointed out that the training materials and methodology need to be revised substantially. The package also needs to provide a fundamental understanding of Disaster Risk Reduction, Early Recovery and on how to integrate emergency risk management into UNICEF Regular Programme Cycle. The main pedagogical change in the package will be to include a pre-reading phase, a test to assess audience capacities and a functional simulation. In addition to revising the existing EPR Package, the consultant will design “expanded” versions of two of the three Modules of the training package, the one on planning (half-day) will be expanded to provide more technical guidance and practices on Disaster Risk Reduction. The Module on Response will be expanded to provide more guidance and practices on Response informed by Early-Recovery principles.

Deliverables


Under the direction of the Emergency Specialist – Early Warning and Preparedness, the incumbent is expected to:

1. Provide recommendations for a revised structure of the EPR training, thought an inception report.
2. Gather consensus on inception report from a core group of UNICEF emergency practitioners
3. Based on the existing package, and in close contact with a reference group of UNICEF sector specialists, amend the content and the format of the EPR training package.
4. Under the supervision of the Recovery and Risk Reduction Section, develop: (1) a two-day DRR training module (building on one of the EPR modules) to address technical Disaster Risk Reduction training needs, as well as (2) five two-hour training modules on DRR in key UNICEF sectors (WASH, Education, Health, Child Protection, Nutrition):
5. Under the supervision of the Recovery and Risk Reduction Section, develop: (1) a two-day training module on early recovery, including components on disaster settings and on conflict settings, as well as (2) five two-hour training modules on early recovery in key UNICEF sectors (WASH, Education, Health, Child Protection, Nutrition).
6. Test the basic EPR training package in one Country Office and the two additional Disaster Risk Reduction and Early Recovery modules in another venue and revise the packages based on user-feedback.

Competencies

Technical: Strong skills in pedagogy, training and development of training materials. Strong knowledge of humanitarian global trends, policies, planning and mainstreaming strategies

Planning and Organization: Demonstrated ability to independently organize, plan, develop and integrate several programmes/activities, with both attention to detail and the broader context.

Communication: Excellent communication and negotiation skills, including ability to defend and explain difficult issues with respect to key decisions and positions to staff.

Qualifications


Education: An advanced university degree (master's degree or equivalent) in social sciences, education, international relations, public policy or related area. A first level university degree with relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree.

Experience: A minimum of ten years of progressively responsible experience in programme formulation, planning, management and evaluation. Proven experience in developing training packages for humanitarian aid agencies or INGOs. The short listed candidates will be requested to share a full training package they have developed.

Fees


The shortlisted candidates will be given access to the current EPR training package, and will be requested to submit a short paper describing their ideas on the revision and the budget for the whole project. This budget may include special fees for outsourced web-design services. Fifty percent of the agreed amount will be paid upon delivery of the first draft revised package (12/11/10). The other 50% will be paid upon delivery of the finalized package (28/02/11).
