Job Purpose:

To lead in supporting staff and partners in the implementation of Concern’s “Building Safer Communities” a DIPECHO supported DRR programme.

Main duties & Responsibilities:

The DRR Coordinator will take a lead in supporting staff and partners in the implementation of Concern’s DIPECHO supported DRR programme and also support the mainstreaming of DRR activities within Concern’s programming in Cambodia.

The Coordinator will also lead Concern’s contribution to the workplan of the interagency Joint Action Group (JAG), a grouping of INGOs working on a joint platform to strengthen DRR in Cambodia. Specific duties and responsibilities are as follows:

A. Technical assistance in project implementation
- Guide the development and review of detailed implementation plans to ensure compliance with approved project plans and budget. This will include providing orientation and guidance to local partners and Concern staff in the development of action plans.
- Facilitate the timely provision of technical assistance (internal and external) in the implementation of the ‘Building Safer Communities’ programme.
- Provide regular mentoring and coaching support to partners and staff for the implementation of the ‘Building Safer Communities’ programme.
- Contribute technical assistance to the realization of Concern’s specific commitments under the Joint Action Group (JAG) as well as support and guidance to the broader work of JAG.
- Contribute to the Quality of technical interventions (structural and non-structural) in line with the Coordinator’s specialism.

B. Liaison and Coordination
- Establish relationships with key stakeholders at the provincial and national levels in order to facilitate the project implementation and information exchange.
- Support Programme staff in strengthening DRR liaison and coordination at Provincial level.
- Proactive leadership in liaising and coordinating with government and Non-government DRR actors with a particular emphasis on coordination with JAG group.
- Participate in a core group of DRR forum members in assisting NCDM to strengthen the work of the DRR national forum.

C. DRR Programme development
- Contribute to the up-dating and roll-out of Concern Cambodia’s DRR country Strategy.
- Provide guidance to Concern staff and partners on practical applications of DRR and Climate Change Adaptation.

D. Monitoring and evaluation and Learning

- Develop a detailed implementation plan for the M&E requirements of the ‘Building Safer Communities’ programme. This will include developing appropriate reporting tools in consultation with staff and partners to ensure that reporting formats are understood and used by DRR staff and LNGO partners and provide the information required for donor reporting purposes. Provide regular feedback on reports.
- Undertake monitoring visits to locations covered by LNGO partners and provide feedback to partners.
- Facilitate the implementation of scheduled evaluation activities in collaboration with partners and external evaluators.
- Facilitate regular progress review meetings involving Concern staff, LNGO partners and partners at national level.
- Research and write learning papers and prepare presentations on key elements of Concern’s DRR programming for cross learning with other agencies, other Concern country programmes etc.

E. Budget Management
- Responsible for routine analysis of DRR related budgets including quarterly and monthly financial target settings and reviewing spends with Concern staff.
- Work with the Country Accountant to carry out any necessary budget adjustments/realignments in accordance with Donor and Concern policy.
- Contribution to the preparation of budget reports to donors.

F) Donor reporting
- Responsible for the preparation of interim and final narrative reports for DIPECHO.
- Provide proactive updates to donors on project progress/proposed changes.
- Respond to request of donors for updates and/or additional information on project implementation.

G) Capacity building of Concern and partner NGO/GO staff

- Assess partners capacity for integrating DRR into their community level programming and develop appropriate interventions to address priority gaps.
- Facilitate in-house training for programme staff to strengthen knowledge on DRR and climate change adaptation. Work with staff to assist them guide partners on practical application of integrating DRR and Climate Change Adaptation in their programming.

H) Organisational development
- Contribute as an active member of the Country Team and Programme Management teams
- Contribute to all Concern Cambodia’s planning and strategy development
- Contribute to the ongoing development of Concern’s policies and strategies in DRR and Climate Change Adaptation.

Person specification:

Essential

- Postgraduate qualification in rural development, community development, social sciences or other relevant discipline.
- Minimum three years experience in the planning and implementation and evaluation of community-based disaster risk management (CBDRM)/disaster risk reduction interventions including practical experience of the application of PRA/PLA/HCVA and other risk assessment and planning tools.
- Experience working in partnership with national/local NGOs and governmental and other civil society actors.
- Excellent communication, interpersonal and networking skills.
- Excellent report and proposal writing skills in English.
- Proven experience of donor reporting and donor budget management; experience with ECHO/ DIPECHO guidelines and procedures an advantage.
- Confidence, interpersonal and representational skills and strong facilitation skills.
- Computer literacy.
- Commitment to equality objectives and working towards the transformation of the lives of the poor.
- Strong team-building and capacity building skills.
- Experience at researching and producing learning papers an advantage.
- Dynamic, Self starter and flexibility.

Desirable

- Previous experience of the DRR sector in Southeast Asia region.

Counter terrorism policy

Concern receives a substantial amount of funding from external donors each year. Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on terrorism lists generated by the European Union (List of person, groups and entities to which Regulation (EC No. 2580/2001 applies), the US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons) and the United Nations (Consolidated List).
