Background:
ADB's Managing Water in Asia's River Basins: Charting Progress and Facilitating Investment project aims to support river basin organizations (RBOs) in preparing roadmaps for long-term integrated river basin investment programs. It targets five selected river basins where ADB and other funding agencies will invest in river basin management for integrated water resources management (IWRM). The project is also helping RBOs to improve their performance and adapt to changes in water management, showcase good practices in IWRM in the Asia-Pacific region, and for the first time present a credible overview of the river basin management achievements of the region to the global water community.

The project is being implemented in 5 Asian countries, including Cambodia, India, Indonesia, Viet Nam, and the Philippines. Central Cebu's Mananga, Kotkot, and Combado-Lusaran river basins have been identified as pilot sites for IWRM. Initial results of a survey phase that included consultations with stakeholders at the grassroots level and interviews with various government and nongovernment organizations with water-related functions, gathering of secondary data, and case studies will be shared and deliberated in this first stakeholder workshop, hosted by the Metro Cebu Water District.

Objectives:

  • Introduce IWRM to stakeholders
  • Present the profiles and stakeholders of the three river basins for validation by the participants
  • Draft a roadmap for IWRM investment
  • Formulate an IEC/social marketing plan for the promotion of IWRM
  • Determine institutional mechanisms that can take responsibility for effecting IWRM in the 3 river basins

Expected Outputs:

  • Updated profiles of the 3 river basins
  • Draft IWRM investment roadmap
  • Stakeholders' profile
  • IEC/social marketing plan for IWRM
  • Recommendations for institutional mechanisms
