Following the promulgation of National Disaster Management Ordinance (NDMO) 2006, the National Disaster Management Authority (NDMA) was established in 2007 to steer the process of DRM as focal point at the federal level. Similarly, the Provincial Disaster Management Authorities (PDMAs) have also been established in Punjab, Sindh, Balochistan, NWFP, AJ&K and Northern Areas. Since its inception, NDMA has undertaken a number of initiatives with support from international donor community especially the UN System in Pakistan.

In order to further strengthen the national Disaster Risk Management (DRM) system, a One-UN Joint DRM Programme was launched in early 2009 for an initial time-frame of two years. The Programme is assisting the government of Pakistan through its four significant outcomes, i.e. strengthening the institutional and policy framework; understanding and monitoring of risks; supporting information management and communication system; and developing community-based DRM system which will include training people, promoting volunteerism and raising public awareness about DRM issues. Given the significance of the on-going and planned activities of NDMA especially under the One-UN Joint DRM Programme, a Media Cell is being established at the premises of NDMA to essentially engaging media for the dissemination of activities and the amplification of its message for raising public awareness and promoting DRM in Pakistan.

UNDP seeks to procure the services of a consultant as Media Coordinator to lead the Media Cell team for a smooth implementation of media-related activities with a broad objective of creating better interface among NDMA, media, civil society organizations and other stakeholders. The Media Coordinator will report to Member Administration (NDMA) and take guidance from the Chairman / Senior Member (NDMA) as and when required.

Terms of reference

The Media Coordinator will be responsible for the following:
-Design and implement media strategy for NDMA;
-Design and implement awareness raising campaigns for media, civil society, parliamentarians, government officers and other stakeholders;
-Develop proposals and explore fund raising opportunities for implementing planned activities;
-Coordinate with programme staff of various components and collect information about NDMA’s activities and compile & package it for media consumption in the form of press releases, special editions, substantive articles etc.;
-Arrange seminars, dialogues, and briefings for media on disaster-related issues to enable them creating mass awareness on DRM in Pakistan;
-Ensure extensive media coverage of NDMA-led activities at the national, provincial and local levels;
-Initiate, maintain and promote E-discussions on various disaster-related topics;
-Seek public input on different policy matters pertaining to DRM through media, E-discussions and other effective forums, and prepare reports accordingly;
-Facilitate the preparation of documentaries and develop short stories on DRM; and
-Perform any other duties related to the media management assigned by the Chairman / Senior Member (NDMA).

Education

-Master in mass communication or journalism.
-A post-graduate degree in social sciences, preferably in mass communication or journalism or public relations.

Skills

-Understanding of disaster risk management subject.
-Excellent report writing and communication skills.
-Proficiency in computer skills.
-Ability to work with government departments & institutions.
-Strong analytical skills
-Exposure of working with government and international development institutions/organizations.
-Understanding of disaster risk management subject.

Experience:

Minimum 10 years experience in the field of communication and media strategy.
