This panel discussion will address the challenges and opportunities in harmonizing disaster programs across international, national, and local levels. The topics will include the governance and management of disaster risk as well as the need to build resilience to save lives. This discussion aims to facilitate understanding of policy gaps and to explore possible avenues for research, policy analysis, and practice in the evolving world of disaster risk management and governance.
