The Financial Management of Flood Risks: Building Financial Resilience in a Changing Climate

Flooding is one of the most common, wide-reaching and destructive natural perils, affecting tens of millions of people around the world each year and causing, on average, more than USD 200 billion in damages. The financial management of flood risk has been a key policy challenge in many countries, requiring careful consideration of the relative effectiveness various tools to manage flood risk, from investments in risk prevention and public awareness, to the use of risk transfer tools to protect against significant post-disaster costs.

The seminar will provide an opportunity to exchange knowledge and sharing experience on effective approaches to managing flood risk. The discussions will cover key issues, such as:

• The impacts of flood risk, including the potential implications of climate change
• Flood risk as a public financial management challenge
• Financial protection for individuals against flood risk – the different approaches
• The financial protection gap for flood risk: case studies
• Specific measures to support insurability and affordability
• Managing flood risk at the city-level

This event builds on the OECD's long-standing work programmes on disaster risk financing and long-term investment issues.

The OECD plays a leadership role in supporting the development of strategies for the financial management of natural and man-made disaster risks under the guidance of the High-Level Advisory Board on the Financial Management of Large-scale Catastrophes and the Insurance and Private Pensions Committee.
