A review organised by the Kiribati NDMO, Office of the President, the Hyogo Framework for Action (HFA) Progress Review is a voluntary multi-tier process for regional, national and local levels, led and owned by IGOs, national and local governments, respectively. The HFA Online Monitor tool offers three separate but interlinked HFA review tools and methodologies for the different levels. The review is based on self-assessment through multi-stakeholder engagement. The HFA Progress Review enables countries and local governments to reflect on their efforts to strengthen their capacities and to identify strengths and gaps.
As identified in the Global Assessment Report 2011 (GAR11), offering a framework for analysis, the review process catalyses both strategic and action-oriented planning. In the Pacific region, governments have used the findings from the review process for their forward planning when developing National Action Plans for Disaster Risk Management and Climate Change Adaptation (e.g. Cook Islands and Samoa) or for reviewing National Disaster Risk Management Arrangements (e.g. Samoa). Some Pacific island countries have also started to utilize the progress review findings as a baseline to measure developments (e.g. Solomon Islands).
