The new SDC Strategy for Horn of Africa 2013 – 2016 is in preparation. A main focus considered for the Rural Development Thematic is “Arid land management” i.e. range land management of pastoral and agro-pastoral small holders in arid and semi-arid lowlands and resilience of their livelihoods. Thus, the main purpose of the workshop is to exchange on SDC experiences in arid lands (mainly Sahel and Horn of Africa) and to discuss options and operational aspects most relevant for future Swiss interventions in arid land management and in “pastoralism” in the Horn of Africa Region, for a increased food security and resilience.
The workshop aims at exchanging on and learning from SDC and partners’ experiences in arid lands (mainly Sahel and Horn of Africa) and informing the subsequent Mission on particular aspects of an operational relevance regarding a future regional intervention of Switzerland in the arid zones of Somalia, South and East Ethiopia, North and East Kenya and Djibouti in the framework of a Regional Programme Horn of Africa. Doing this, the workshop intends:
- to develop a shared understanding about (a) the challenges SDC and other development agencies face in working with (agro-) pastoralists, addressing survival needs and development (livelihood) challenges of pastoral communities including policy issues in the Region and (b) relevant SDC and others’ experiences and lessons to be learnt;
- to elaborate promising practical ways of “working in transition”;
- to assess the risks related to climate change and natural disasters of the strategic orientations and priorities of a future Regional Strategy related to resilient (agro-) pastoral livelihoods and sustainable arid land management.
