This paper describes the PRECA program to create a sustainable process through which communities may access support to retrofit vulnerable primary and secondary schools in Central America. PRECA is a programme of the Organization of American States Department of Sustainable Development (OAS/DSD), using grant proceeds from the German International Cooperation Agency (GTZ) to complement local organizational, labour and technical assistance contributions.
