The programme for vulnerability reduction to floods and development of local warning systems in Central America, developed since 1995 by the Organization of American states, focuses on the importance to reduce vulnerability to floods in Central America's low basins. It aims to establish a system methodology gathering all classical aspects of community preparedness and response capacity programmes to emergencies with a view to make proposals to reduce vulnerability and to alert the population of flood risks. In particular, the programme focuses on the citizens and professionals of public and private organisations' capacity to analyse the vulnerability to floods and to support the development of mitigation, and monitoring measures of hydrometeorological events. It is also concerned with the development and monitoring of early warning systems, rain gauges and tools for benchmark measures of river levels by the local communities. (UNEsCO)
