This guidance note recommends strategies and steps that can be taken to embed disaster risk reduction in the education cluster work before, during and after an emergency in order to enable cluster coordinators, sector coordination groups and education/technical staff to enhance their role in disaster preparedness and response. While this document explicitly addresses reduction of disaster risks originating from natural hazards, many of the principles and approaches are applicable to other categories of risk as well.
The strategies recommended in this guidance note aim to boost prevention, mitigation and preparedness. Recommended strategies and practical steps are delineated along three levels - national, sub-national and school/community. The strategies and steps are then grouped into two categories: (i) before an emergency and (ii) during emergency response and recovery. Some steps in one category may also be applicable for the other. Examples of good practices accompany the guidance note at each level and category.
