This manual serves as a guide and tool on how to implement Community-Managed Disaster Risk Reduction (CMDRR) by organizations, as well as, in specific communities. It provides the users with a common understanding of the concepts and principles of CMDRR, defines common term used, describes its evolution and distinguishes it from other models. It also provides practical knowledge and guidelines on how to implement, operationalise, and institutionalise DRR at all levels of development organization by: (i) detailing the roles of each organizational level, (ii) providing the components and tools to fully implement a project, and (iii) answering the questions of what, why and how to successfully do it. The second part of the manual describes some activities to learn what to do in case of emergency.
The learning and significant change stories contained in this document are intended to be used by head of missions in order to improve implementation and programming of DRR project at the national level. They can also be used as bases for developing capability building programs, conducting advocacy, campaign and visibility to influence national policy makers and generate resources.
