This paper considers the motto "sustainability in the construction", which seeks to decrease the economic vulnerability of the sector of the construction and to avoid the negative impacts in the social environment, including in case of disaster. Taking the hydro-sanitary facilities as example, including the Safe Hospital programme of the Pan-American Health Organization, this work intends: (i) to show the potential that represents the sustainability in the construction for the national economy and the reduction of vulnerability of this sector before the world financial crisis and in case of disaster; (ii) to analyse the effective practices in the works that oppose you to the sustainability and integral quality; and (iii) to expose the necessary adaptations in the process investor to sit down the base of sustainable development of the sector of the construction.
