Addressing chronic food insecurity in the Horn of Africa: Good practice identified, but commitment needed - policy brief


The present report is based on a consultancy conducted by Frédéric Mousseau between April and June 2009 in Kenya and Ethiopia. It states that governments now visibly have more “convening authority” in times of food crisis. For example, the Kenyan Ministry of Development of Northern Kenya and Other Arid Lands has a strong
focus on drought management. Elsewhere, governments have been involved in drafting national Disaster Risk Reduction policies.
