This paper addresses adaptation measures that reduce vulnerability to climate change as critical, especially in many countries where the risks are here and now. It is intended provide policymakers with a starting point, including background information and questions for further reflection.
The paper contains three parts: (i) the contours of the adaptation issue, as well a sits relationship to other important issues; (ii) the consideration of adaptation within the current international negotiations under the United Nations Framework Convention on Climate Change (UNFCCC), including the issues relating to adaptation finance; (iii) the challenge of approaching adaptation at every level in a country (community, local, regional, sectoral and national.)
